HomeMy WebLinkAbout2015-02-23 South Kohala Community Development Plan Action Committee Minutes 1 SOUTH KOHALA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE 2 aka HUI KULEANA O KOHALA HEMA 3 southkohalaactioncommittee@gmail.com 4 County of Hawai’i 5 MINUTES 6 Meeting Date: February 23, 2015 7 Call to order: 5:00 pm 8 Place: Waikoloa Village Association Community Room 9 68 Melia Street, Waikoloa Village, HI 96738 10 Roll Call: 11 1Members present: Josephine (Jojo) Tanimoto, Christopher (Kit) 12 Roehrig, Joel Cohen, John Mueller, John Hoover 13 2Absent/Excused: Roger Harris 14 3Planning Department: Deanne Bugado, Ali Catalano 15 4Public in attendance: Diane Kaneali’i, David Tarnas 16 STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA 17 None. 18 PRESENTATION 19 None. 20 ADMINISTRATIVE MATTERS 21 1.Meeting minutes from January 26, 2015 22 Deanne apologized, and announced that this item will need to be postponed until 23 the next meeting. 24 BUSINESS OF COMMITTEE 25 1.Update/Discussion of Agenda Items by Council Members: District 1 –Valerie 26 Poindexter and District 9 – Margaret Wille 27 None present. 28 2.Subcommittee Reports 29 a.Waikoloa – John Mueller brought up that the subcommittee recently discussed 30 the idea of hosting a talk story event in Waikoloa. He brought up the fact that 31 they would like the Waikoloa Community to know that they can have input in 32 the General Plan. 33 b.Puako – John Hoover reported that things continue to develop in Puako with 34 regards to research being done about waste water treatment. There are 35 several options that have been named, but nothing has been decided. 36 Research is still being collected from about 12 different sources of data to 37 determine what kind of pathogens are being released into the ocean in Puako. 38 c.Waimea – No update. 39 d.Kawaihae – Jojo submitted her update in writing. She informed the Action 40 Committee that she wanted to amend her Liaison Report to include an update 41 on the Waimea bypass. She wrote a testimony that there is a discrepancy in 42 the thinking of the planning director in regards to the bypass road, and 43 therefore the CDP document should be updated. There are two things she 44 would like to see addressed: The first is the planning director’s testimony, and 45 second is the CDP update. Jojo also mentioned that she has not received an 46 update in regards to training from the County. Deanne brought up the fact 47 that Jojo was supposed to write a letter including a list of training activities, 48 but no such letter has been written yet. 49 e.District Wide – No updates due to Roger’s absence. Jojo brought up the issue 50 of the Waimea traffic circulation, and Mike Luce was helping Roger, but he has 51 been in the hospital. So this will be on the back burner for now. 52 f.Long Term Education Planning – Joel reported that he and John met with 53 Farrah-Marie Gomes in Honokaa. It appears that many of the issues regarding 54 post high school education appear to be systemic – not bad principals or 55 administrators. They will continue to gather information and it’ll be up to the 56 committee if they will take action on anything. 57 g.Other Reports 58 i.Liaison Reports 59 1.Traffic Safety Committee – none. 60 2.Waimea Community Association – Joel brought up that there weren’t 61 any major issues at the meeting on February 5. There were a few th 62 presentations, one of which was made by the new CEO at the North 63 Hawaii Community Hospital (Queens). They are making a lot of major 64 changes there. They are recruiting for positions, there are 18 new 65 doctors that they’re bringing on board, including specialist such as an 66 oncologist, which is much needed on this island. The other presentation 67 was by Chad Paishon on the 20 anniversary of the Makali’i canoe th 68 voyage. Joel felt that the presentation was inspiring, as it tried to equate 69 voyaging on a canoe and raising, supporting our village and highlighted 70 how we have a responsibility to protect the land, oceans, and it’s so 71 important that we don’t lose focus. 72 3.Homestead Community Associations – included in Jojo’s Kawaihae 73 written report. 74 3.Capital Improvement Plan (CIP) 75 Deanne updated the AC – the CIP project for the Waikoloa Community Park 76 submitted by John Mueller has been put on hold. The lands identified by the 77 Department of Parks and Recreation for the park has not been turned over to the 78 county and until that has been done no further action can be taken. John Mueller 79 asked if it would be possible to have another parcel be worked on, Deanne 80 conformed that this could be possible but that the lands would need to be turned 81 over (or some legal commitment made) for the county to allocate any funds for 82 planning CIP funds for the project. 83 4.Discussion of Update Issues/Suggestions for the SKCDP/General Plan 84 John Hoover asked a question on the process of how they county is accepting input 85 for the General Plan and what happens after the first round of input. Deanne 86 recommended that they form a subcommittee, and from now until June, pull together 87 all the input from the 4 communities on what needs to be amended in the General 88 Plan (or what the differences are in the CDP and GP) then a report will be generated 89 for approval by the action committee and forwarded to the Planning Department. 90 The Planning Department will then analyze all the comments and recommendations 91 submitted and generate an initial report and come back out to the community/Action 92 Committee for comments/recommendations. There will be a formal round of public 93 hearings with the communities around the island before a draft General Plan Update 94 will be turned over to the Council for review. 95 Joel Cohen made a motion to form a subcommittee to organize the process of 96 organizing meetings and information regarding the general plan. Kit Roehrig 97 seconded that motion and it was carried unanimously. 98 The subcommittee was determined to include John Mueller, Joel Cohen, Jojo 99 Tanimoto, and possibly Diane when she is a part of the Action Committee. 100 5.Report from AC Members 101 Kit Roehrig provided a handout to everyone, which he also distributed via email. He 102 explained that they had a meeting with a few members of the other Action 103 Committees. He included a list of the items they spoke about. One major discussion 104 included getting new members and the process of filling vacancies and the issue of 105 recruiting. Deanne informed Jojo that the Planning Director would be reaching out to 106 her in hopes to bring all the other chairs in for a meeting together, possibly with the 107 mayor. 108 STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA 109 None. 110 ANNOUNCEMENTS  111 Kawaihae Subcommittee meetings are going to be the first Tuesday of the Month at 112 Spencer Park Pavilion.  113 Next Meeting March 23, 2015 – Waimea - Lilly Yoshimatsu Senior Center (Waimea 114 SeniorC enter) 115 ADJOURNMENT 116 Meeting adjourned at 6:25 PM.
