Meeting Notes
January 7, 2015 (Old Courthouse 4:30pm)
Participants:

Akoakoa Point (Bird Cave)

Hapu'u – Kapanaia
Representatives from Pacific Plains, LLC will be here on January 21st, & 22nd.
They want to meet with people who can help move along the public purchase of lots 8 & 9
PONC, HILT, & Kamehameha Schools are being approached for possible purchase.

Toni will set up the meeting for Wednesday, January 21st, for 5:00 pm.
The PONC list has just come out and 3 parcels in North Kohala are the top 3.
1) Halelua
2) Hapu'u - Kapanai'a corridor.
3) Niulii
The Hon family would like to dedicate their ocean front conservation area for public purchase.
Beth will invite HILT to do a site visit and look at options of preservation.
Halelua
We need to get an update from the planning department on the GOE for the access trail.
Kauhola Lighthouse
The access road is completed.
The road & property has been vandalized.
Halaula Mill Road
We need an update from the planning department on the GOE and a response to our comments
made a few months back.
Ainakea – Makai
Toni will check if the pedestrian gate has been modified as discussed when they did the walk
thru.
Pahoa Beach

Upolu Airport - East end of the runway

Upolu Airport - Restoration
Kohala Lihikai has 600 native plants ready to go into the ground.
They have scheduled the planting on January 12th & 13th.
They need volunteers on January 13th to put plants into the holes on the west side of the

shoreline in front of the runway.
They will meet at 8:45am at Upolu Airport terminal.
The Kohala Watershed Project will be preparing the planting sites on Monday. Help
is needed to put the plants in the ground on Tuesday.

Kaiholena Lot F
The purchase has not closed because HILT is working on the conservation easement.
The Ala Kahakai Trail Association will be the stewards of this parcel.
Kohala Lihikai has applied to the county PONC for stewardship funds for the other 5 of this
6-lot subdivision.
Illegal rock removal is a problem in this area and the surrounding State-owned lands.
We should work with the State DLNR to put up signs on coastal access roads about laws

governing rock removal.

While the field visit on November 15 was cancelled, members of the Hawaiian community
subsequently contacted Dr. Rechtman and scheduled meetings with members who wanted to
share cultural information about the site. These conversations and the input by members of the
Kailapa Association and the South Kohala Hawaiian Civic Club will be included in the Cultural
Impact Assessment that will be part of the Draft Environmental Assessment.
Quote from Greg Mooers "You will also recall that Dr. Ron Terry, Dr. Rechtman and I have
attended multiple meetings of your group and the input provided by you and your group will
also be included in the CIA and DEA".
The Ala Loa is a historical site and will be preserved.
The previous owner, (Tom Gentry in 1995) has recorded a shoreline public access easement as
part of an SMA permit for the site which has lapsed.
This property is zoned RS15 with the potential of subdividing to 50 lots
The landowners will work out a Mauka-Makai access including a parking lot.
The landowners are proposing to rezone this RA3 to make 9 parcels of 3-acre lots.
The DOT will decide on the 2 intersection entries.
Our group (NKCAG) would like to schedule a site visit.
Mooers agreed to schedule one soon.
The entire draft environmental assessment, including Cultural Impact Statement, Archaeological
Survey, Traffic Impact Report and public access recommendations will be published in the

OEQC’s Environmental Notice later this month (probably Jan. 23) and the public will have 30
days in which to submit comments.
The notice and instructions to download the report can be found on the Hawaii Office of
Environmental Quality Control website.
Kohala Kai
A conservation easement between Kohala Kai & Ala Kahakai is the last remaining document to
complete this agreement
Access Group Interfacing with the Action Committee and the County
We should invite Council person Margret Willie to the next meeting to discuss steps to get CDP
requested changes.
New Items
Announcements
The state Na Ala Hele advisory board will have a meeting on January 14th in Waimea.
One of the items on the agenda is the Puakea Bay Ranch lateral access.

They are considering closing this trail.
We should coordinate a presentation with Rick Gmerkin of Ala Kahakai about
keeping the trail open.
