Meeting Notes
February 4, 2015 (Old Courthouse 4:30pm)

Hapu'u – Kapanaia
Trustees from Pacific Plains, LLC were here in mid January to get information on public purchase.
The listing of all 3 parcels was released.
The ocean parcel where Hale O Kaili is located, (22.08 acres)
The other 2 parcels, (7 acres) are along the access road.
Halelua
This area is #1 on the PONC list.
HILT would be interested in being the lead purchaser, because they have done easement work in
this area.
Kauhola Lighthouse
The access road is a private road to the 4 lots on the lower properties.
MKOKI had a positive meeting with HILT & other benefactors of this area.
Halaula Mill Road
We will change this area referenced as Lighthouse Road.
We need an update from the planning department on the GOE and a response to our comments made
a few months back.
Ainakea – Makai

The starting parts of this trail is marked with flags.
Upolu Airport - East end of the runway
We need an update from the county planning department.

Kohala Lihikai have planted 600 native plants in mid January..

This parcel (tmk: 3-5-7-1-20) is listed again, & is 35.34 acres

The purchase is close to closing with HILT & Ala Kaha Kai Trail Association working out the
details.

Kohala Shoreline, LLC
Kohala Shoreline LLC Site Visit Summary, January 31, 2015
On last Saturday, Greg Mooers and Bob Rechtman escorted about 15 of us through the Kohala
Shoreline development property.
So far, Greg and Bob have done a much better job of protection than next door at Kohala Kai.

The project will be applying for a new SMA permit, and as of now, will request rezoning from
RS-15 to RA-3a (3 acre minimum).
The 9 lot map we were shown is conceptual and, per Mr. Mooers, subject to change prior to
o
submitting to the Planning Department.
There already is an existing recorded lateral shoreline easement, 6’ wide.
It moves inland if shoreline erosion occurs.
o
They plan to propose a 100’ ocean setback instead of the standard 40’ setback.
They plan to allow lateral public access on the Ala Loa / Jeep Road.
In one location the jeep road bisects a large walled enclosure that contains several burials.
There is a question of where to reroute the jeep trail to avoid this site.

There have been three mauka – makai trail segments identified By Mr. Rechtman.
Attendees suggested that at least one of the mauka Makai trails be used for public access. Mr.
o
Rechtman did not commit to recommending that the trail segments be preserved.
The archeological survey is still being worked on and State Historic Preservation Division has yet
to review and approve.
Two highway driveways are proposed.
Toni noted that there will be 5 driveways in less than a mile.

The Department of Transportation already had concerns over the three driveways at
Kohala Kai.
No deceleration / acceleration lanes are proposed, as were required for Kohala Ranch across the
highway.
Jojo brought up this concern

It was not clear to me that Mauka - Makai public access or public parking were going to be
proposed.
Mr. Moores did say that there is an existing public access at the Kawaihae end of the
o
development (the Kohala Kai access) and State land at the Hawi end of the development.
Per Toni, they did not did not submit to OEQC this month.
When they do, we have 30 days to get our comments to the County.

The county & Ala Kahakai is still working on conservation easement.

Kohala Waterfront
There is a house that is built on a trail.
The community and government agencies are working on correcting this trail around the

This lateral trail has been heavily used by the community

Pu'u Ulaula (Red Hill)
Ala Kaha Kai has done a successful workshop in this area on reconizing trails.

Ala Kaha Kai is working with the state on a ROE (right of entry) in this area for trails & trash
o
removal.
