Presenters: Stephen Yamamoto, USACE, Honolulu Jeff Overton, Group 70, Chief Environmental Planner Massoud Rezakani, MRC, Principal Bruce McClure, Director, County of Hawaii Department of Public Works PROBLEMATIC AREAS/CONCERNS • Effect of new maps on flood insurance availability and rates • Existing maps don’t go high enough in elevation to document water flow • Does study show depth of soil, hardness of rock or absorption rate? • Study shows 2-foot contour, surface flow, run-off and topography of ground but it is not a soil survey • LIDAR has some limitations (will be supplemented with ground surveys) • Qualifications and credentials of off-island consultants • Group 70 hired by ACE has done Big Island projects • MR Consulting has 23 years as FEMA contractor, numerous Big Island and Hawaii projects • May not be raining makai but streams flood from mauka rains • Study will determine water velocity and erosion • Infrastructure has not always been developed with an understanding of the land and that water runs down • Data does not include hurricane impact SUGGESTED SOLUTIONS • Results of study and new maps will be published in media and on County Web site. This will allow residents to still purchase flood insurance at premium rates. • County will use new map as a tool to manage future development
