HomeMy WebLinkAbout2015-03-19 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES MARCH 19, 2015 The Leeward Planning Commission met in regular session at 9:33 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chairman Brandi Beaudet presiding. COMMISSIONERS PRESENT: Brandi Beaudet, Thomas Hickcox, Collin Kaholo, Keith Unger, Thomas Whittemore and Barbara Nobriga (until 11:24 a.m.) ALSO PRESENT: Danny Patel (Deputy Corporation Counsel), Duane Kanuha (Planning Director), Jeff Darrow (Planner), Christian Kay (Planner) and Noriko Sauer (Commission Secretary) And approximately 55 people from the public in attendance. A quorum was present. Chair Beaudet called the meeting to order, and introduced the Commissioners and staff to members of the public. Mr. Kanuha announced that this was Commissioner Hickcox’s last meeting, and recognized his years of service on the Commission by presenting him with the Mayor’s Certificate of Appreciation. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. NEW BUSINESS APPLICANT: KONA CASTLE RANCH, LLC (SPP 15-177) Application for a Special Permit to establish a 5-bedroom bed and breakfast operation within an existing dwelling and additional bedrooms and the use of portions of the dwelling and surrounding area for special events, all of which will occur on approximately 5 acres of land situated within the State Land Use Agricultural District. The property is located east (mauka) of Old Māmalahoa Highway approximately one (1) mile north of the intersection of the Old Māmalahoa Highway and Hawai‘i Belt Road in Honalo, North Kona, Hawai‘i, TMK: 7-9-002:005 (portion). The Commission took up this item at 9:38 a.m. with approximately 60 people from the public in attendance. (SEE EXHIBIT A) APPLICANT: LALAMILO FARM PARTNERS, LP (Amend SPP 77-20/SPP 378) Request to amend Special Permit No. 378 to allow the establishment of a fitness center; refrigerated box truck parking area; bakery; honey storage and distribution facility; butter processing, storage and distribution facility; limited retail sales area and related improvements on approximately 0.5 acre of land situated within the State Land Use Agricultural District. The subject property is located on the north side of Lalamilo Farm Road approximately 900 feet west of its intersection with the 1 Māmalahoa Highway and within the Lalamilo Farm Lots Subdivision at Lalamilo, South Kohala, Hawai‘i, TMK: 6-6-005:032 (portion). The Commission took up this item at 10:02 a.m. with approximately 60 people from the public in attendance. (SEE EXHIBIT B) MINUTES – The Commission took up the following minutes at 1:07 p.m.: February 19, 2015 – It was moved by Commissioner Hickcox and seconded by Commissioner Whittemore that the minutes be approved as submitted. The motion was unanimously carried by a voice vote of all Commissioners present. ADMINISTRATIVE MATTERS – The Commission took up the following matters at 1:08 p.m.: 1.Status of applications heard by Leeward Planning Commission that are pending before County Council. – None. ANNOUNCEMENTS – Mr. Darrow reminded the Commissioners to file their annual financial disclosure with the Board of Ethics, if they had not done so. He also reminded them that Sunshine Law training and Ethics training were being offered by the Office of the Corporation Counsel in April. He announced that two new members of the Commission, Scott Church and Oliver “Sonny” Shimaoka, had just been confirmed by the County Council. Lastly, he advised that the next meeting was scheduled for April 16, 2015. ADJOURNMENT – There being no further business, at 1:10 p.m., it was moved by Commissioner Hickcox and seconded by Commissioner Unger that the meeting be adjourned.
