Persons wishing to provide oral testimony are asked to submit a completed request form to the Puna CDP project manager prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee. APPROVAL OF MINUTES: Regular Meeting on April 14, 2015. NEW BUSINESS: (5 min) 1. Communication No. 2015 -23: Connectivity and Emergency Response Subcommittee (CERS): Marlene Hapai will report on the activities of the subcommittee. The April 28th subcommittee meeting focused on the following: - Update on ad -hoc committee on Connectivity and Emergency Response. - Reprioritizing of connectivity locations to include input from May 2014 -April 2015, PREP Fair, emails, letters, and input during CERS and AC meetings. (10 min) 2. Volcano Long Range Plan Subcommittee (VLRPS): Dan Taylor will report on the activities of the subcommittee. (10 min) 3. Pahoa Regional Town Center Plan Subcommittee (PRTCPS): Members of the subcommittee will report on the activities of the subcommittee. (10 min) 4. Communication No. 2015 -21: Mt. View Village Center Plan Subcommittee (MTVS): Patti Pinto will report on the activities of the subcommittee. The April 91h subcommittee meeting focused on the following: - Review of Clyde and Sarah's document combining Mt. View culture and history with our work to date of combining PCDP comments with survey results. - Discussions on format. Communication No. 2015 -22: Mass Transit Subcommittee (MTS): June Conant will report on the activities of the subcommittee. The April 26t' subcommittee meeting focused on the following: - Keaukaha bus route changes including stopping at the Hilo Airport. - Recommendation for including section 4.2 of the PCDP to be included in the General Plan update. Councilmember's submittal of CIP request for a Mass Transit study. (10 min) 6. AC Comments to be Considered for the General Plan Update: The AC will discuss the General Plan (GP) update as related to the PCDP. The AC will also discuss and consider comments /recommendations to be transmitted to the Planning Department pertaining to the GP update. (20 min) 7. Building in Puna Brochure: Elmer will update the AC on the continued development of a Grubbing and Grading Brochure. (10 min) 8. Discussion on Finding New AC Members: The AC will discuss the need to find applicants to replace the three (3) AC members whose terms expire in December 2015. 9. July AC Meeting: The AC will determine by vote whether the July AC meeting will be cancelled. (5 min) 10. Impact of the Lava: The Puna CDP AC will discuss the impacts that the lava flow is having on the Puna Community and the potential short term and long -range effect it may have on implementing the Puna CDP. UNFINISHED BUSINESS: NONE AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the June 19, 2015 meeting. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2 — 91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action my communicating or urging others to communicate with public officials." (Article 15, Section 2 — 91.3(a)(6), Hawai'i County Code).
