CALL TO ORDER The regular meeting of the Merit Appeals Board, County of Hawai'i, was called
Item 1): to order at 11:11 a.m. by Chairperson Jubilee N. Kuewa, at the Department of
Human Resources Conference Room, 101 Pauahi Street, Suite 2, Hilo, Hawai'i,
on Wednesday, February 18, 2015.

COMMUNICATION NO. 15-15, RECEIVED ON JANUARY 28, 2015 APPEALING A
CLASSIFICATION OR RECLASSIFICATION OF A PARTICULAR POSITION ACTION, BY
THE DEPARTMENT OF HUMAN RESOURCES
Chair Kuewa announced that their purpose today was to set a hearing date for
Mr. Ono and proposed that it be schedule on March 18, 2015.
Ms. Rabago stated that this matter went on for a long time. The last letter
received was on January 15, 2015, and commented whether this date starts the
20 -day filing. It was received by the the Department of Human Resources on
January 28, 2015, and February 18, 2015 would be the date of this meeting. She
mentioned that this started on September 23, 2014. Ms. Toriano mentioned that
an Administrative Review was performed on that date.
Mr. Patel informed the Board Members that they needed to stay within the
confines of the Sunshine Law. They're only setting the hearing date today, and if

there's going to be a motion for untimeliness, that it can come before the actual
appeal hearing.
Chair Kuewa stated that he looked at it and thought it was timely. He asked
Ms. Rabago if she was going to make any motion. Ms. Rabago that she would not
be making a motion.
Motion: Chair Kuewa moved to set the hearing date of March 18, 2015, at 11:00 a.m. in
the Department of Human Resources Conference Room. Seconded by
Ms. Rabago.

ITEMS OF CURRENT INTEREST
Ms. Toriano stated that the only update concerns the Department's Rules, which
the Mayor approved. It was transmitted to the Office of the County Clerk, who
will be filing it with the Lieutenant Governor's Office. We're on track, and the
effective date would be March 1, 2015.
At this time, Chair Kuewa turned the Board's attention to the matter of
Mr. Kelvin Ono, which they had previously discussed. He asked Mr. Patel who
would be representing the County in this case. Mr. Patel replied that he would be
representing the County.

Chair Kuewa asked the Board Members if there was any other information that
they would like to study prior to the appeal hearing scheduled in March, such as
the classification standards or anything similar to that.
Ms. Rabago replied that Mr. Ono provided only a copy of his job description, and
it would probably be a good idea to have a copy of the class specs.
Ms. Toriano replied that she'd be happy to provide the Board with the current
class and also the targeted class specs., and would have the copies available to
the Board today (SEE ATTS. A-1 through A-4).
SCHEDULE NEXT The Chair directed the Board to proceed to the next order of business, Schedule
MEETING DATE Next Meeting Date.
Item 9):
Chair Kuewa announced that their next regularly scheduled meeting would be held
on Wednesday, March 18, 2015, at 11 a.m., at the Human Resources Conference
Room.

Performs moderately difficult work of a technical nature in the analysis,
evaluation, and development of information technology systems and procedures;
prepares reports of findings and recommendations; and performs other related duties
as required.
Distinauishina Characteristics:
This class is the first level of independent worker in the series and functions under
general supervision. Work assignments involve the analysis and automation of
information systems where the design involves specified requirements and a fairly
direct translation of existing work methods to computer processes, although some
processing details may need to be changed and new forms developed, or other
projects of comparable complexity. Automation is accomplished by means of
integration of material into established data systems techniques, methods,
applications, etc. Work processes analyzed are relatively uniform and stable,
generally embrace one homogeneous body of subject matter at a time, and the
impact of such work is limited due to the limited scope of the assignment.
Assignments may also involve the maintenance of larger, more complex
systems including the development and implementation of minor changes/updates.
Work assignments routinely encompass problems of average difficulty and complexity
requiring the application of technical knowledge, skill, and sound judgment in the use
of fundamental information systems analyses principles, techniques, standards and
guides. Assignments are carried out according to well-established and clearly
applicable precedents, and may involve one or more functional areas such as
database administration, programming, network services, or operating systems.
Examples of Duties: (The following are examples of duties and are not necessarily descriptive
of any one position in this class. The omission of specific duty statements does not preclude the
assignment of such duties if they are a logical assignment for the position and are consistent
with the class concept.)
• Conducts studies of work processes, procedures, and operations relating to the
conversion of data to information technology systems.
• Performs various fact-finding tasks and develops preliminary evaluations and
recommendations.
• Develops plans and procedures for implementing automation.

Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university with a
bachelor's degree and one and one-half years (1 1/2) of progressively responsible work
experience in computer systems analysis which involved the conduct of feasibility
studies and the analysis and design of information technology systems.
Substitutions Allowed:
Excess experience at the fully competent level in computer systems
analysis, which involved the conduct of feasibility studies and the
analysis and design of information technology systems, may be
substituted for education on a one for one basis (i.e., one (1) year of
experience for one (1) year of education).
2. A bachelor's degree from an accredited college or university in
Information Technology, Computer Science, or Management
Information Systems may be substituted for six (6) months of the required
information systems analysis experience.
3. A master's degree from an accredited college or university in Computer
Science or Management Information Systems may be substituted for one
and one-half (1 1/2) years of the required information systems analysis
experience.
License Reauirement: Possession of a valid State of Hawaii driver's license

Duties Summary:
Analyzes, designs, and develops information systems relative to information
needs of specific programs and activities of a department(s) or within a major
functional area of information technology; develops information technology systems
and other work procedures for the automation of processes and the production of
data; develops plans for the implementation and support of recommended systems
and processes; and performs other related duties as required.
Distinauishina Characteristics:
As the journey level information systems analyst, this class functions
independently under general supervision in performing information systems analysis
work involving a wide range of problems relative to the information needs of specific
programs and activities of a department(s) or within a major functional area, such as
database administration, network services, or operating systems.

the assignment of such duties if they are a logical assignment for the position and are

• Formulates plans for the conduct of studies relating to the various work processes
and procedures that may be converted to information technology systems.
• Reviews records; interviews management personnel and employees.
• Observes work methods and flow of work to secure necessary data.
• Consolidates data; assesses and evaluates work processes and procedures that
can be eliminated or consolidated.
• Determines the feasibility of mechanizing various work processes and procedures;
determines the kinds of information systems required.
• Develops and prepares detailed plans and procedures for implementing new
systems.
• Designs forms for review and implementation by agencies concerned.

supervisor; may serve as a technical expert in a highly specialized, complex field; and
performs other related duties as required.
Distinauishina Characteristics:
This class is distinguished by its responsibility to analyze, design, develop, and
implement overall information technology systems for a major functional area
requiring the integration and coordination of several sections, a number of
interrelated organizational entities, or programs which include substantial and
complex problems. Positions in this class may serve as a working supervisor or may be
assigned as a technical expert within a major functional area such as database
administration, network services, or operating systems.

information technology systems.

fully competent level comparable to the Information Systems Analyst IV level class;
supplemented by experience which demonstrates the ability to plan and direct the
work of others; and, as applicable for positions requiring specific specializations, one
(1) year of experience in the applicable specialty area.

Duties Summary:
Plans, supervises and coordinates an extensive information technology
program for a large County department or serves as a section chief within the central
information systems agency; supervises lower level professional analysts; and performs
other duties as required.
Distinauishina Characteristics:
This class is distinguished by its supervisory and administrative responsibility for an
extensive information technology program of a large County department with
complex information technology needs or for its function as a section head in a
central information systems agency responsible for the design and maintenance of
the major segment of the countywide information technology systems, and by its
responsibility to supervise lower level professional analysts.
Examples of Duties: (The following are examples of duties and are not necessarily descriptive
of any one position in this class. The omission of specific duty statements does not preclude the
assignment of such duties if they are a logical assignment for the position and are consistent
with the class concept.)
• Plans, directs and coordinates systems analysis relative to all major functional areas
affecting the needs of the represented department (s).
• Supervises, directs and participates in the development of overall plans to
determine the flow and processing of work adaptable to information technology
systems.
• Schedules activities and/or projects.
• Evaluates staff work, assuring compliance with procedures, schedules, and
instructions.
• Drafts procedural manuals and other guide materials.
• May perform systems analysis evaluations of operations.
• Prepares specifications for information technology systems equipment.
• Develops appropriate systems controls.

systems, at least one (1) year of which must have been at the fully competent level
comparable to the Information Systems Analyst V level class; and, at least one (1) of
which shall have included responsibility for planning and directing the work of others.
And, as applicable for positions requiring specific specializations, one (1) year of
experience in the applicable specialty area.
Substitutions Allowed:
1. Excess experience at the fully competent level in computer systems
analysis, which involved the conduct of feasibility studies and the
analysis and design of information technology systems, may be
substituted for education on a one for one basis (i.e., one (1) year of
experience for one year of education).
2. A bachelor's degree from an accredited college or university in
Information Technology, Computer Science, or Management
Information Systems may be substituted for six (6) months of the required
information systems analysis experience.
