The meeting was called to order by Chair Timothy DeLozier at 10:10 a.m.
Mr. Masuda read that pursuant to Chapter 91, Section 3, of the Hawai‘i Revised Statutes, the Department of
Finance proposes to revise administrative rules regarding the Public Access, Open Space and Natural
Resources Preservation Commission. The revision pertains to Rule 4 which is the duties and

available points shall be noted in the annual report but not included on the prioritized list.
Mr. Masuda told Mr. DeLozier that there is no one present to testify. He asked the commissioners if they
would like to discuss the rule change. Ms. Bell asked if they have to vote. Mr. Masuda replied no, they
already voted at the last meeting. He also noted that the rules will now go to the Mayor’s office and then
forwarded to the County Clerk. Upon approval within 10 days, the rules will go into effect.
