20 STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA
21 None.
22 PRESENTATION
23 1.Barbara Bell, a member of the Public Access, Open Space & Natural Resources
24 Preservation Commission gave a brief presentation about the Commission
25 and nomination of properties by the public for 2015.
26 She asked if there were ever properties that were brought up within the CDP
27 that were in danger of being developed. She explained that if this were to
28 ever happen, that the Action Committee could fill out a simple form for
29 review if they deem a specific parcel in need of protection from development.
30 2.Bill Case, gave the AC an overview of the Waimea water system, past, present
31 and future. The Action Committee asked questions and there was discussion
32 on budget, water department meetings, and possible ways to implement a
33 warning system when there is a major decrease in water.
34 3.Vas Podorean and Lani Yamasaki, spoke in regards to Liquid Robotics, a
35 partner of the South Kohala Conservation Action Plan. They have been
36 conducting water quality monitoring at the request of Kailapa Community
37 Association and Puako Community Association and volunteer with NOAA to
38 serve on rescue missions for marine mammals along the west coast of Hawaii
39 Island.
40 They explained wave powered data collection, how they are monitoring the
41 ocean and water quality, and how it pertains to the CDP. They also discussed
42 their internship programs and policy of hiring local. The Action Committee
43 was very appreciative of their work and relationships they are building.
44 ADMINISTRATIVE MATTERS
45 1.Meeting minutes from January 26, 2015 - Joel Cohen made a motion to
46 approve the minutes, and John Hoover seconded that motion. The motion
47 was carried unanimously.
48 2.Meeting minutes from February 23, 2015 - Joel Cohen made a motion to
49 approve the minutes, and Kit Roehrig seconded that motion. Motion was
50 carried unanimously.
51 BUSINESS OF COMMITTEE
52 1.Update/Discussion of Agenda Items by Council Members: District 1 –
53 Valerie Poindexter and District 9 – Margaret Wille
54 Margaret Wille brought up water issues and discussed that there are
55 overlaps that she’s been following on the new proposed enterprise zones.
56 She brought up the issues of watersheds, buffer zones, increased elevation in
57 some of these areas. She also brought up the input for the General Plan by
58 June 6, 2015 and her suggestions on how to properly review and provide

59 input and findings. She also brought up her work with the South Kohala
60 traffic safety committee and pushing for a regional transit hub beyond the
61 post office.
62 2.Subcommittee Reports
63 a.Long Term Education Planning – Joel Cohen – no updates.
64 b.General Plan Comprehensive Review – Jojo Tanimoto, Joel Cohen, John
65 Mueller – The subcommittee included their report to the attached
66 packed with the agenda and previous meeting minutes.
67 Jojo discussed the differences of each community and the need to ensure
68 they are making recommendations as a whole, without focusing on
69 regional issues.
70 c.Discussion in regards to creating a transit circulation project
71 subcommittee – Jojo brought up the problem of traffic congestion in
72 Waimea. She asked if there were any thoughts on creating a
73 subcommittee, and that item was set aside until there is further
74 discussion.
75 d.Other Reports –
76 i.Liaison Reports –
77 1.Waikoloa –John Mueller had his report attached to the
78 meeting documents.
79 2.Puako – John Hoover had no updates.
80 3.Waimea / Waimea Community Association – Joel Cohen had
81 his report sent out previous to the meeting.
82 4.Kawaihae / Homestead Community Associations – Jojo had
83 her report attached to the meeting documents.
84 5.District Wide – Roger Harris was not in attendance
85 6.Traffic Safety Committee – Jojo explained that their meeting
86 was in conflict with the Action Committee meeting with the
87 Planning Director.
88 3.Capital Improvement Plan (CIP)
89 There was discussion between Deanne Bugado and John Mueller in regards to
90 comments from the Department of Parks and Recreation (P&R) regarding a CIP
91 project for Waikoloa for a Recreation/Community Center. Deanne explained
92 that the Department of Parks and Recreation responded that they are not able
93 to put it on their CIP list yet because there is no land that has been
94 dedicated/turned over to the county that they would be able to work on. If
95 there were possible land owners or the Waikoloa Community Association had
96 lands that they were to dedicate or turn over to the county then P&R could be
97 consulted once more.
98 4.Discussion of Update Issues/Suggestions for the SKCDP/General Plan
99 Jojo reported that this is still on hold.

102 ANNOUNCEMENTS
103 Jojo reported that there will be a water meeting at West Hawaii Civic Center at
104 6:30 and that there will also be a meeting on April 7 in Kawaiehae to discuss

105 the General Plan and the burial across from Kawaihae Harbor.
106 Next Meeting April 27, 2015 – Puako – Hokuloa Church

108 Joel Cohen made a motion to adjourn and John Mueller seconded that motion.
