Persons wishing to provide oral testimony are asked to submit a completed request form to the Puna CDP project manager prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee. APPROVAL OF MINUTES: Regular Meeting on May 12, 2015. NEW BUSINESS: (5 min) 1. Communication No. 2015 -25: Connectivity and Emergency Response Subcommittee (CERS): Marlene Hapai will report on the activities of the subcommittee. The meeting minutes consists of general subcommittee topics including the following: - Ad hoc committee on Connectivity and Emergency Response - Reprioritizing of Connectivity Locations Report - Discussion of Highway 11 closure, emphasizing the need for connecting roads between Volcano and Kea'au. (10 min) 2. Communication No. 2015 -24, 2015 -24.1 & 2015 -24.2: Connectivity and Emergency Response Subcommittee (CERS) Annual Report: The AC will discuss the CERS Annual Report and consider the report transmittal letter to the Planning Department. (20 min) 3. Volcano Long Range Plan Subcommittee (VLRPS): Members of the subcommittee will report on the activities of the subcommittee. (10 min) 4. Pahoa Regional Town Center Plan Subcommittee (PRTCPS): Members of the subcommittee will report on the activities of the subcommittee. Communication No. 2015 -26: Mass Transit Subcommittee (MTS): June Conant will report on the activities of the subcommittee. The meeting minutes consists of general subcommittee topics including the following: - CIP for Hawai'i Island Mass Transit Master Plan included in the 2015 -2016 County Budget Draft letter to Danny Paleka and Tiffany Kai re: Mass Transit Plan (10 min) 7. Communication No. 2015 -27: Letter to Danny Paleka and Tiffany Kai re: Hawaii County Mass Transit Plan: The PCDP AC will consider a draft letter submitted by the MTS recommending the formation of a County -wide Mass Transit Advisory Committee. (10 min) 8. Communication No. 2015 -4.3: Proposed Planning Director - initiated Amendment to Map 14 of the Land Use Pattern Allocation Guide ( LUPAG) Map of the County of Hawaii General Plan: The PCDP AC will discuss the proposed Director- initiated LUPAG amendment changing the land use designation for portions of Kea`au Village and immediately surrounding Kea`au Village. (20 min) 9. AC Comments to be Considered for the General Plan Update: The AC will discuss the General Plan (GP) update as related to the PCDP. The AC will also discuss and consider comments /recommendations to be transmitted to the Planning Department pertaining to the GP update. (20 min) 10. Building in Puna Brochure: Elmer will update the AC on the continued development of a Grubbing and Grading Brochure. UNFINISHED BUSINESS: NONE AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the August 11, 2015 meeting. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2 — 91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action my communicating or urging others to communicate with public officials." (Article 15, Section 2 — 91.3(a)(6), Hawai'i County Code).
