WINDWARD PLANNING COMMISSION
COUNTY OF HAWAI‘I
MINUTES
MAY 7, 2015
The Windward Planning Commission met in regular session at 9:00 a.m. in the County of
Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman
Myles Miyasato presiding.
COMMISSIONERS PRESENT: Myles Miyasato, Donn Dela Cruz, Gregory Henkel, Donald
Ikeda.
ABSENT & EXCUSED: Charles Heaukulani and Raylene Moses.
ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation
Counsel for the Windward Planning Commission), Jeff Darrow (Staff Planner), Maija Jackson
(Staff Planner), Christian Kay (Staff Planner), and Sarah Hata-Finley (Commission Secretary).
A quorum was present. Chairman Miyasato introduced Windward Planning Commissioners and
staff to members of the public, and went over the procedures for public testimony.
STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the
agenda.
1.APPLICANT: YURI MATSUOKA (USE 15-052)
Application for a Use Permit to allow the establishment of a 5-bedroom bed and breakfast
operation within an existing single-family dwelling on 22,500 square feet of land situated
within the County’s Single-Family Residential-10,000 square foot (RS-10) zoning district.
The property is located at 665 Hinano Street, approximately 200 feet north of the Hinano
st
Street and Leilani Street intersection, Waiākea Houselots 1 Series, South Hilo, Hawai‘i,
TMK: 2-2-036:036.
The Commission took this item up at 9:00 a.m. with 6 people from the public in attendance.

This item ended at 9:08 a.m.
Chairman called a recess at 9:08 a.m., and the meeting was reconvened at 9:15 a.m.

2.APPLICANTS: (REZ 14-185)
Continued hearing on an application for a Change of Zone from an Agricultural–20 acres
(A-20a) to an Agricultural–5 acres (A-5a) zoning district for 50 acres of land. The property
is located at 18-4233 North Pszyk Road, ‛Ōla‛a Reservation Lots, Puna, Hawai‘i,

The Commission took this item up at 9:15 a.m. with 6 people from the public in attendance.
At 9:16 a.m., it was moved by Commissioner Ikeda and seconded by Commissioner Dela Cruz
that the Commission go into executive session to consult with its attorney regarding questions
and issues pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities,
pursuant to Hawai‘i Revised Statutes Sections 92-4 and 92-5. A voice vote was taken of all
Commissioners present, and motion carried with four aye votes.
At 9:17 a.m., the Commission went into executive session. At 9:40 a.m., it was moved by
Commissioner Henkel and seconded by Commissioner Ikeda that the Commission go out of
executive session. A voice vote was taken of all Commissioners present, and motion carried
with four aye votes.
The hearing reconvened for regular session at 9:43 a.m.

– The Commission took this item up at 9:53 a.m.
Approval of Minutes of the April 2, 2015 meeting – It was moved by Commissioner Ikeda, and
seconded by Commissioner Dela Cruz, that the minutes of April 2, 2015, be approved as
circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVE MATTERS -
The Commission took up the following at 9:54 a.m.
1.Status of applications heard by Windward Planning Commission that are pending before
County Council.
Mr. Darrow stated that there was no report at this time.
2.Status of efforts to (1) restructure Claim against the Geothermal Asset Fund by Puna
Pono Alliance, Pele Defense Fund, Sierra Club-Moku Loa Group, Ohana Ho‛opakele,
Malu Aina, et. al, for funding to conduct a Psycho-social Impact and Community
Wellbeing Study and to establish a Native Hawaiian Health Study Review Board and
(2) structure request for proposals, as directed by the Windward Planning Commission at
its March 5, 2015 meeting.

ANNOUNCEMENTS
– At 10:09 a.m., Mr. Darrow stated that there were no announcements.
ADJOURNMENT
– There being no further business, it was moved by Commissioner Ikeda
and seconded by Commissioner Dela Cruz that the meeting be adjourned. Motion was
unanimously carried by a voice vote of all Commissioners in attendance. Chairman Miyasato
adjourned the meeting at 10:10 a.m.
