A regularly advertised hearing on the application of was
called to order at 9:00 a.m. in the County of Hawai‘i Aupuni Center Conference Room, 101
Pauahi Street, Hilo, Hawai‘i with Chairman Myles Miyasato presiding.
COMMISSIONERS PRESENT: Myles Miyasato, Donn Dela Cruz, Gregory Henkel, and
Donald Ikeda.
ABSENT & EXCUSED: Charles Heaukulani and Raylene Moses.
ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation
Counsel for the Windward Planning Commission), Jeff Darrow (Staff Planner), Maija Jackson
(Staff Planner), Christian Kay (Staff Planner), and Sarah Hata-Finley (Commission Secretary).
And approximately 6 people from the public in attendance.
APPLICANT: YURI MATSUOKA (USE 15-052)
Application for a Use Permit to allow the establishment of a 5-bedroom bed and breakfast
operation within an existing single-family dwelling on 22,500 square feet of land situated within
the County’s Single-Family Residential-10,000 square foot (RS-10) zoning district. The
property is located at 665 Hinano Street, approximately 200 feet north of the Hinano Street and
st
Leilani Street intersection, Waiākea Houselots 1 Series, South Hilo, Hawai‘i, TMK: 2-2-
036:036.
MIYASATO: The first item on our agenda this morning is the applicant, Yuri Matsuoka.
DARROW: Thank you, Mr. Chairman. Good morning, welcome. We’d like to welcome our
newest commissioner, Commissioner Dela Cruz. Thank you for your support for our County and
for our Commission and also for our Department. Thank you. We appreciate that.
Okay, so we’ll start off with our first application. If you, I can direct you to our presentation this
morning. Our first applicant is Yuri Matsuoka, and they are requesting a bed and breakfast
permit.
The area of this subject application is within the Waiākea Houselots in the South Hilo District.
Just for reference, you’ll notice on the right side of the map all the gray area. This is identified
as the Hilo International Airport area. The yellow and orange and different colors in this general
area represent the Waiākea Houselots. And then you have the bay, Bay Front area right on the
top of your map.

As we zoom in again, this is the Waiākea Houselots area with the airport area on your right side.
For reference, we have Kanoelehua running on the right side of your map in a north-south
direction. And we have Laukapu, or I’m sorry, let’s see, that is, well it’s Kekūanāo‛a running in
an east-west direction. And we have Hīnano Street running in a north-south direction.
The subject property is identified with a black outline. The different colors on the map represent
zoning, County zoning in this area. The yellow, which is a majority of this area, represents
Single-Family Residential – 10,000 square feet. The different pink areas represent Commercial.
The darker color is General Commercial, and the purple areas represent Industrial Commercial
Mixed zoning.
This is our General Plan for the area. This area is identified for Medium Density Urban uses.
This is an aerial photo. Again, for reference, we have Hīnano Street running in a north-south
direction with the subject property identified with a black outline. There is a current—currently,
there is an existing single-family dwelling with single-family dwelling uses within the general
area.
The applicant is requesting a Use Permit to allow the establishment of a 5-bedroom bed and
breakfast operation within an existing 2-story single-family dwelling on 22,500 square feet of
land. This is within the Single-Family Residential – 10,000 square foot or RS-10 zoning district.
The owner or operator will live on-site.
The site would be suitable for such a use given the residential ambiance of this area, plus the
site’s proximity to commercial retail areas, including restaurants within walking distance. The
allowance of the 5-bedroom bed and breakfast operation will also help supplement the owner’s
income and allow them to enjoy the company of their guests.
This is the submitted site plan from the applicants. For reference, on the left side of the map is
Hīnano Street. This is the subject property with the existing dwelling as well as a shed in the
back and the existing parking areas and driveway.
These are some site photos of the location. This is the single, existing single-family dwelling.
We are taking it right from Hīnano Street. This is looking south on Hīnano Street with the
subject property on your left. And, this is looking north, with the subject property on your right.
The Planning Director is recommending that the Planning Commission approve the Use Permit
request with conditions. This concludes our presentation. Thank you.
MIYASATO: Thank you. Commissioners, any questions for staff? If not, could the applicant
or representative please come forward? Could you please raise your right hand? Do you swear
or affirm to tell the truth on this matter now before the Hawai‛i County Planning Commission?

MIYASATO: Please state your name and residence.
FUKE: Good morning, Mr. Chairman, Members of the Commission. My name is Sidney Fuke,
and I’m a planning consultant, and I’m here assisting the applicant, Miss Yuri Matsuoka who is
seated to my left. My business address is 100 Pauahi Street, Hilo, Hawai‛i.
The staff’s Background Report and the proposed conditions were reviewed by the applicant, and
she found them to be totally acceptable. The report is comprehensive and reasonable and fair,
and the conditions were. Ms. Matsuoka, her son is by the way sitting down over there also, she’s
kind of semi-retired, and she just is looking for some additional company, you know, when the
son goes away, and in addition to that to help supplement her income. It’s a relatively large
house. It’s a two, 2-story dwelling, and there’s currently like five bedrooms that, that she would
like to have be utilized for a b&b operation, so we respectfully request your favorable
consideration of her request.
MIYASATO: Commissioners, any questions for the applicant? None, thank you.
FUKE: Thank you.
MIYASATO: We have any public—no one signed up for public testimony. Is anyone wishing
to testify on this matter this morning? If not, can I have a motion to close public testimony.
IKEDA: Move to close file.
MIYASATO: Can I have a second?
HENKEL: Second.
MIYASATO: All in favor?
COMMISSIONERS: Aye.
MIYASATO: Any opposed? I’ll call a close to the public testimony. Commissioners, any
discussion on this matter? If not, I’ll accept a motion.
IKEDA: Chairman Miyasato, I’ll make the motion.
MIYASATO: Commissioner Ikeda.
IKEDA: I move that, that the application for use docket, permit docket number USE 15-052 be
approved based on the Planning Director’s findings and recommendations and proposed
conditions which shall be adopted.
