HomeMy WebLinkAbout2015-05-21 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES MAY 21, 2015 The Leeward Planning Commission met in regular session at 9:34 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chairman Brandi Beaudet presiding. COMMISSIONERS PRESENT: Brandi Beaudet, Scott Church, Collin Kaholo, Barbara Nobriga, Keith Unger and Thomas Whittemore ABSENT AND EXCUSED: Sonny Shimaoka ALSO PRESENT: Bobby Command (Deputy Planning Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Planner) and Noriko Sauer (Commission Secretary) And seven people from the public in attendance. A quorum was present. Chair Beaudet called the meeting to order, and introduced the Commissioners and staff to members of the public. He also described the procedure for public testimony. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. NEW BUSINESS APPLICANT: NEW CINGULAR WIRELSS PCS, LLC aka AT&T MOBILITY (USE 15-051) Application for a Use Permit to allow the construction of a new telecommunication facility, including a 120-foot tall antenna monopole with 8-foot tall panel antennas and related facilities within a 1,800 square-foot portion of a 24.335-acre parcel, which includes an existing and adjoining 1,100-square foot telecommunication equipment compound, all of which is situated in the State Land Use Agricultural District and the County’s Agricultural 5-acre (A-5a) zoning district. The project site is located at the Waikoloa Stables complex at 36-1936 Waikoloa Road, Waikoloa, South Kohala, Hawai‛i, TMK: 6-8-002:020 (portion). The applicant had withdrawn this request. APPLICANT: WAIKOLOA VILLAGE ASSOCIATION (Revoke SPP 1180) Request to revoke Special Permit No. 1180, originally issued in 2002 to allow for the establishment of a 60-foot tall telecommunication monopole and related equipment on approximately 1,080-square foot portion of a 24.335-acre parcel situated within the State Land Use Agricultural District. The revocation is requested due to the proposed decommissioning of 1 the existing monopole as a telecommunication facility. The project site is located at the Waikoloa Stables complex at 36-1936 Waikoloa Road, Waikoloa, South Kohala, Hawai‘i, TMK: 6-8-002: 020 (portion). The applicant had withdrawn this request. APPLICANT: WDC PROPERTIES, LLC (Amend SPP 538) Request for a 10-year extension to the life (Condition No. 4) of Special Permit No. 538, which allowed the establishment of the existing Waikoloa heliport and its related improvements situated on 9.8+ acres of land within the State Land Use Agricultural District. The property is located at the southeastern corner of the Queen Ka‘ahumanu Highway and Waikoloa Road intersection, Waikoloa, South Kohala, Hawai‛i, TMK: 6-8-01:043 (portion). The Commission took up this item at 9:36 a.m. with six people from the public in attendance. (SEE EXHIBIT A) APPLICANT: RT’S SERVICE, LLC (Amend SPP 1247) Request to amend Special Permit No. 1247 by deleting Condition 2 (life of the permit), Condition 6 (increasing days and hours of operation), and increasing the number of stored vehicles. Special Permit No. 1247 was issued in 2004 to allow office and storage uses for investigative/collection services, a towing service, and short term parking for repossessed or disabled vehicles on approximately 14,273 square feet of land in the State Land Use Agricultural District. The property is located along the west side of Kauakea Road, approximately 400 feet north of the Kauakea Road-Māmalahoa Highway (Highway 19) intersection, and abutting the Nani Waimea Subdivision, Pu‘ukapu Homesteads, South Kohala, Hawai‘i, TMK: 6-4-017: Portion of 064. Mr. Darrow stated that the Planning Department was requesting that this item be deferred to a future meeting. It was so moved by Commissioner Whittemore and seconded by Commissioner Nobriga. The motion was unanimously carried by a voice vote of all Commissioners present. MINUTES – The Commission took up the following minutes at 9:52 a.m.: April 16, 2015 – It was moved by Commissioner Whittemore that the minutes be approved as submitted. The motion was unanimously carried by a voice vote of all Commissioners present. ADMINISTRATIVE MATTERS – The Commission took up the following matters at 10:53 a.m.: 1.Status of applications heard by Leeward Planning Commission that are pending before County Council. – Mr. Arai reported the following:  WAIEMI LLC (SLU 15-042/REZ 15-186): The Commission voted to forward a favorable recommendation to the County Council at its April 16, 2015 meeting. To date neither the Council nor its Committee has agendized these applications. 2  LALAMILO FARM PARTNERS, LP (Amend SPP 77-20/SPP 378): Sherry Broder, Esq. has been selected as hearings officer for the contested case hearing, and the contract is to be executed. Due to a personal reason of the intervening party, the hearing process is being delayed. ANNOUNCEMENTS – Mr. Arai announced that the next meeting was scheduled for June 18, 2015, with tentatively two items on the agenda, possibly including RT’s Service, LLC’s application that was postponed. ADJOURNMENT – There being no further business, at 9:56 a.m., it was moved by Commissioner Whittemore that the meeting be adjourned.
