WINDWARD PLANNING COMMISSION
COUNTY OF HAWAI‘I
MINUTES
JUNE 4, 2015
The Windward Planning Commission met in regular session at 9:00 a.m. in the County of
Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Vice-Chair
Raylene Moses presiding.
COMMISSIONERS PRESENT: Raylene Moses, Donn Dela Cruz, Charles Heaukulani,
Gregory Henkel, and Donald Ikeda.
ABSENT & EXCUSED: Myles Miyasato.
ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation
Counsel for the Windward Planning Commission), Amy Self (Deputy Corporation Counsel for
the Planning Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Staff Planner),
Maija Jackson (Staff Planner), Christian Kay (Staff Planner), and Sarah Hata-Finley
(Commission Secretary).
A quorum was present. Madam Chair Moses introduced Windward Planning Commissioners
and staff to members of the public, and went over the procedures for public testimony.
STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the
agenda.
1.APPLICANT: CHERIESS BUGADO (SPP 15-179/SMA 15-059)
Applications for a Special Management Area Use Permit and a Special Permit to allow the
construction and operation of a wellness facility and spa on 1.136 acres of land within the
Special Management Area (SMA) and the State Land Use Agricultural District. The
property is located on the makai (east) side of Wainaku Street directly across the intersection
of Wainaku Street and Kulana Kea Drive, Pāpa‛a, South Hilo, Hawai‘i, TMK: 2-6-012:008.
The Commission took this item up at 9:02 a.m. with 17 people from the public in attendance.

2.APPLICANT: ARROW OF OREGON/HAWAI‘I, LLC (Amend SPP 09-076)
Application for an amendment to Special Permit No. 09-000076, which was approved to
allow a cinder and rock quarry operation on 5.003 acres of land situated within the State
Land Use Agricultural District. The amendment will add 8.009 acres for a total of 13.012
acres of land. The properties are located northwest of Mahimahi Drive, between Lurline

Lane and Liliana Lane within the Hawaiian Ocean View Estates Subdivision, Kahuku, Ka‘ū,
Hawai‛i, TMK: 9-2-148:005, 006-010, 015, 016& 036.
The Commission took this item up at 9:26 a.m. with 13 people from the public in attendance.
At 10:17 a.m., it was moved by Commissioner Heaukulani and seconded by Commissioner
Henkel that the Commission go into executive session to consult with its attorney regarding
questions and issues pertaining to the Commission’s powers, duties, privileges, immunities, and
liabilities, pursuant to Hawai‘i Revised Statutes Sections 92-4 and 92-5. A voice vote was taken
of all Commissioners present, and motion carried with five aye votes.
At 10:19 a.m., the Commission went into executive session. At 10:30 a.m., it was moved by
Commissioner Dela Cruz and seconded by Commissioner Ikeda that the Commission go out of
executive session. A voice vote was taken of all Commissioners present, and motion carried
with five aye votes.
The hearing reconvened for regular session at 10:31 a.m.

3.APPLICANTS: DAVID AND LAURA RODRIGUES (SPP 15-178)
Application for a Special Permit to allow a cinder and rock quarry operation on 5.003 acres
of land situated within the State Land Use Agricultural District. The properties are located
on the northeast and southeast corners of Kailua Boulevard and Lurline Lane, Hawaiian
Ocean View Estates Subdivision, Kahuku, Ka‘ū, Hawai‛i, TMKs: 9-2-142:020, 021, 022 &
9-2-145:047, 048.
The Commission took this item up at 10:49 a.m. with 14 people from the public in attendance.

– The Commission took this item up at 11:15 a.m.
Approval of Minutes of the May 7, 2015 meeting – It was moved by Commissioner Ikeda, and
seconded by Commissioner Dela Cruz, that the minutes of May 7, 2015, be approved as
circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance.

ADMINISTRATIVE MATTERS -
The Commission took up the following at 11:15 a.m.
1.Status of applications heard by Windward Planning Commission that are pending before
County Council.
Mr. Arai stated that there was no update at this time.
ANNOUNCEMENTS
– At 11:15 a.m., Mr. Arai stated that the Commission’s next meeting on
July 2, 2015, tentatively had three items on the agenda.
Mr. Arai also announced that the Leeward Planning Commission at its last meeting discussed
continuing education for Planning Commissioners. He requested that the Commissioners email
him should they have specific topics in mind that they would like to see as part of this training
(i.e. Comprehensive General Plan Amendment, permitting requirements for various uses,
environmental reviews, etc.).
Mr. Kanuha and Mr. Arai congratulated Mr. Patel on the birth of his son.
ADJOURNMENT
– There being no further business, Madam Chair Moses adjourned the
meeting at 11:18 a.m.
