In your experience, how prevalent is the issue of squatting and adverse possession? Elsewhere where we have lived zero impact. But here in the 'Jewel of Lower Puna" Leilani Estates it is a huge issue. One on Kula for sure, it's the only one I'm tracking. We've heard rumors of squatter druggies living on Maile St. It had been reported but the jailed owner has allegedly given permission (according to the police). 2. In what communities and districts do squatting and adverse possession appear most prominent? The vast majority of the subdivisions in Lower Puna. 3. When you receive notice or a complaint about these situations, what is your normal course of action? I use to attempt to find somewhere to leverage, but after attending Puna Watch Meetings where it was discussed by authorities, I've given up as it will require legislation. Likely at the State level. 4. What kinds of complications have arisen in the past that have prevented a successful resolution of the situation? Unable to get the past owner or the lien holder to respond, about the hale on Kula. 5. For those situations that have been successfully resolved, please describe what happened. No 1st hand knowledge of any involving foreclosures being resolved. But I heard rumors of 1 in Leilani being resolved by the police, but it wasn't a repossession only an absent owner. 6. What happens when you contact or try to contact the owner of record? I have not but others have. And have been given the run-around. 7. What solutions would you recommend? Pass a law to stop HELCO and the County from providing power, water. Enforce sanitary laws for those tenting on property. Remove children from unsanitary sites. Jail for violators? One-way ticket to the mainland? Some kind of 'Carrot and the Stick' to change behavior? Just don't PAY them to leave as that will only re-enforce a repeat. 8.
