LEEWARD PLANNING COMMISSION
COUNTY OF HAWAI‘I
MINUTES
JUNE 18, 2015
The Leeward Planning Commission met in regular session at 9:33 a.m. in the West Hawai‘i Civic
Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona,
Hawai‘i, with Chairman Brandi Beaudet presiding.
COMMISSIONERS PRESENT: Brandi Beaudet, Scott Church, Collin Kaholo, Sonny Shimaoka,
Keith Unger, Thomas Whittemore and Barbara Nobriga (until 10:45 a.m.)
ALSO PRESENT: Danny Patel (Counsel to the Commission), Duane Kanuha (Planning
Director), Jeff Darrow (Planner), Christian Kay (Planner) and Noriko Sauer (Commission
Secretary)
And five people from the public in attendance.
A quorum was present. Chair Beaudet called the meeting to order, and introduced the
Commissioners and staff to members of the public.
STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the
agenda.
NEW BUSINESS
APPLICANT:CHARLES E. LIPPS, JR. AND JANET S. LIPPS TRUST (REZ 15-187)
Application for a Change of Zone from an Agricultural-3 acre (A-3a) to a Family Agricultural-1
acre (FA-1a) zoning district for approximately 3.039 acres of land. The property is located on
Hiona Street, approximately 1,000 feet west of its intersection with Māmalahoa Highway, Keopu
rd
3, North Kona, Hawai‘i, TMK: 7-5-024:078.
The Commission took up this item out of order at 9:35 a.m. with four people from the public in
attendance.

APPLICANT: RT’S SERVICE, LLC (Amend SPP 1247)
Request to amend Special Permit No. 1247 by deleting Condition 2 (life of the permit), Condition
6 (increasing days and hours of operation), and increasing the number of stored vehicles. Special
Permit No. 1247 was issued in 2004 to allow office and storage uses for investigative/collection
services, a towing service, and short term parking for repossessed or disabled vehicles on
approximately 14,273 square feet of land in the State Land Use Agricultural District. The
property is located along the west side of Kauakea Road, approximately 400 feet north of the

Kauakea Road-Māmalahoa Highway (Highway 19) intersection, and abutting the Nani Waimea
Subdivision, Pu‘ukapu Homesteads, South Kohala, Hawai‘i, TMK: 6-4-017: Portion of 064.
Chair Beaudet noted that this item was deferred further.
ADMINISTRATIVE MATTERS – The Commission took up the following matters at 10:55 a.m.:
1.Status of applications heard by Leeward Planning Commission that are pending before
County Council. – There were no reports.
ANNOUNCEMENTS – Mr. Darrow announced that the next meeting was scheduled for July 16,
2015, with tentatively four items on the agenda.
MINUTES – The Commission took up the following minutes at 10:56 a.m.:
May 21, 2015 – It was moved by Commissioner Whittemore that the minutes be approved as
submitted. The motion was unanimously carried by a voice vote of all Commissioners present.
ADJOURNMENT – There being no further business, at 10:57 a.m., it was moved by
Commissioner Whittemore that the meeting be adjourned. The motion was unanimously carried
by a voice vote of all Commissioners present.
