Meeting Date: April 29th, 2015
Call to Order: 2:00 pm

Roll Call:
1. Members Present: Hiram Rivera, Douglas Payne, Greg Ogin, Barbara
DeFranco, Keoki Schattauer, and Kari Kimura.
2. Planning Department: Bobby Command, Terry Dunlap and Ali Catalano
3. Public in attendance: Ken Melrose, Jim McClean, Jeff Zimpfer, Kenneth J.
Van Bergen, and Janice Palma Glennie.
The meeting was called to order by the chair Greg Ogin and introductions of AC
members followed.
STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA
Janice Palma Glennie spoke in regard to the adhoc subcommittees and the General
Plan review. She stated that she thinks that the General Plan should include CDP
specifics, and that overall this seems like an island wide goal, including the input
from the University of Hawaii students.
ADMINISTRATIVE MATTERS
1. Minutes from the Meeting on March 25th, 2015 Meeting
Curtis Tyler made a motion to approve the minutes as circulated, and Keoki
Schattauer seconded that motion. The motion was carried unanimously.
PRESENTATIONS TO ACTION COMMITTEE:
1. None.
BUSINESS OF COMMITTEE: ITEMS FOR DISCUSSION AND ACTION
1. Report from the first Adhoc Subcommittee (Greg Ogin, Kari Kimura, and
Barbara DeFranco) on outreach, economic development, and TOD activities
of the Kona CDP as it relates to the General Plan.
It was made clear by Chair Greg Ogin that this is just a report, and there

should be no lengthy discussion until the next meeting to avoid violation of
the Sunshine Law.
Barbara DeFranco read the report from the subcommittee and handed out
copies. The report explained that they would be looking at the Maui Island
General Plan as a template and would make it specific to the Big Island's
needs.
The report also states that, "The individual CDPS goals, objectives, policies
and actions have precedence over the broad strokes that the general plan
provides."
It explains that the "Kona CDP is committed to encouraging new language to
be added so that this CDP can be implemented."
Terry Dunlap informed the Action Committee that he has printed out one
copy of the Maui Island Plan and it will be available if anyone would like to
look at it.
2. Report from the second Adhoc Subcommittee (Hiram Rivera, Curtis Tyler,
Doug Payne, and Keoki Schattauer) on land use, environmental & cultural
resources, transportation, and public facilities as it relates to the General
Plan.
Hiram Rivera handed out copies of his report and read it aloud. The report
explained that "at this early stage in the General Plan revision process, the
subcommittee needed further guidance/direction with respect to the
process. If the vision/direction is to keep the basic General Plan structure
with minor revisions, then it may be appropriate to review the existing
elements with respect to the Kona CDP. However, if there are major
structural changes to the General Plan being contemplated, then reviewing
the existing elements may not be an important exercise."
The report went on to say that "the Kona CDP Ad Hoc Committee felt that
their focus was on implementing the Kona CDP. With respect to the General
Plan, the committee felt that the Planning Department needs to ensure that
the key goals, policies, and actions identified in the Kona CDP are either
incorporated in or acknowledged by the General Plan."
Additionally, the Ad Hoc Subcommittee listed 5 specific recommendations
with respect to the General Plan Transportation elements, goals, policies, and
courses of action. These specific recommendations are based on the
assumption that the current structure of the General Plan will be kept:
1. That the Road Standards be updated to ensure they accommodate
multi -modal systems.

2. The Mass Transit plan/strategy in the Kona CDP be either
incorporated in or be acknowledged by the General Plan.
3. The Kona Circulation Plan either be incorporated in or acknowledged
by the General Plan.
4. The North and South Kona Transportation Courses of Action be
deleted and the specific recommendations of the Kona CDP either be
incorporated in or be acknowledged by the General Plan.
S. The references to the minimum rights of way widths in section 13.3.4
be deleted.
Curtis Tyler reiterated that both subcommittees felt that they needed more
specific guidance from the Planning Department as to whether or not they
were going to rewrite the General Plan, change a few things, or start over
from scratch.
Bobby Command clarified that the General Plan the committees are looking
at now will not be the General Plan they see in the future. He explained that
the General Plan would act as a bridge between all the CDPs rather than an
overall statement.
Doug Payne asked that there be monthly updates from the Planning
Department on where they are in the General Plan process.
SUBCOMMITTEE REPORTS
Hiram Rivera stated that despite his report in the last meeting, when he stated that
there shouldn't be a minimum or maximum when it comes to acreage in project
districts, that they are not done with this report and that the report will be
discussed and voted on at the May meeting, and submitted.
Doug Payne brought up that he attended the West Hawaii Community Forum on
April 9th and explained that there were discussions on route 11, King Kamehameha
III, and route 19 and they are ready to proceed.
STATEMENTS FROM THE PUBLIC
Ken Melrose stated that the project district is the implementing tool to the CDP. He
discussed the issue with traffic on Kuakini Highway and lack of housing
development north of Keahou. He stressed the need to fix this issue and get higher
density approved.
