ADDITIONS TO THE AGENDA:
ANNOUNCEMENTS:
PUBLIC TESTIMONY ON AGENDA ITEMS:
Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are asked to
submit a completed request form to the Puna CDP project manager prior to the completion of each public
testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item
during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item,
subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on June 9, 2015.
NEW BUSINESS:

1. Communication No. 2015 -32 & 2015 -33: Connectivity and Emergency Response
Subcommittee (CERS): Marlene Hapai will inform the AC on the activities of the
subcommittee. The subcommittee minutes consists of general subcommittee topics including
the following:
- Discussion on creating an ad hoc committee on connectivity
- Support of Representatives Richard Onishi and Joy San Buenaventura for connectivity
- Support of Senator Russell Ruderman for connectivity
- Discussion on future meetings with elected officials

2. Communication No. 2015 -30: Volcano Long Range Plan Subcommittee ( VLRPS) and
Draft Letter to Planning Department Requesting Assistance: Members of the VLRPS will
inform the AC on the activities of the subcommittee. Additionally, the AC will discuss and
consider approving a draft letter requesting Planning Department assistance with developing a
design district for a select portion of Volcano Village. (20 min)
3. Communication No. 2015 -29: Pahoa Regional Town Center Plan Subcommittee
(PRTCPS): Members of the subcommittee will inform the AC on the activities of the
subcommittee. Additionally, the AC will discuss recent events and outcomes from the
Hapai `i County is an Equal Opportunity Provider and Employer
subcommittee's meeting with the Mayor and Planning Director regarding the proposed Pahoa
Plan consultant, proposed wastewater study, proposed parking lot acquisition, proposed Post
Office Road extension, and proposed lava viewing center. (15 min)
4. Mt. View Village Center Plan Subcommittee (MTVS): Patti Pinto will inform the AC on the
activities of the subcommittee.

5. Communication No. 2015 -31: Mass Transit Subcommittee (MTS): June Conant will
inform the AC on the activities of the subcommittee. The subcommittee minutes consists of
general subcommittee topics including the following:
- Discussion on accessibility issues in transportation, specifically para - transit (10 min)
6. Communication No. 2015 -34: Preliminary Draft Annual Report May 2014 to April 2015:
Hans Santiago will inform the AC on the progress of the Annual Report. The AC will discuss
the draft report and recommend changes as necessary.

7. Building in Puna Brochure: Elmer Solis will update the AC on the continued development of
a Grubbing and Grading Brochure. (15 min)
8. Alternating locations of AC meetings: Hans Santiago will inform the AC on the availability
of the Pahoa Community Center to hold AC meetings. Subsequently, the AC will discuss and
decide the possibility of alternating PCDP AC meetings between the Kea`au Community
Center and the Pahoa Community Center. (15 min)
9. Administrative Discussion on the Implications of AC Decisions: Susan Osborne will open a
discussion on AC decisions, letters of support, and recommendations. Discussion will focus on
the process the AC uses make decisions or recommendations and the implications of those
decisions. (20 min)
