WINDWARD PLANNING COMMISSION
COUNTY OF HAWAI‘I
MINUTES
JULY 2, 2015
The Windward Planning Commission met in regular session at 9:00 a.m. in the County of
Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman
Myles Miyasato presiding.
COMMISSIONERS PRESENT: Myles Miyasato, Charles Heaukulani, Gregory Henkel, Donald
Ikeda, and Raylene Moses.
ABSENT & EXCUSED: Donn Dela Cruz.
ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation
Counsel for the Windward Planning Commission), Daryn Arai (Planning Program Manager),
and Sarah Hata-Finley (Commission Secretary).
A quorum was present. Chairman Miyasato introduced Windward Planning Commissioners and
staff to members of the public, and went over the procedures for public testimony.
STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the
agenda.
1.INITIATOR: PLANNING DIRECTOR (GPA-14-002)
An amendment to Map 14 of the Land Use Pattern Allocation Guide (LUPAG) Map of the
County of Hawai‛i General Plan (adopted by Ordinance No. 05-025, amended by Ordinance
Nos. 06-153, 12-89, and 14-087) by changing the land use designation for portions of Kea‛au
Village and immediately surrounding area as follows:
Low Density Urban to Medium Density Urban
A-1: encompassing a contiguous area of
approximately 475 acres from approximately 0.3 miles northwest (makai) of the
intersection of Kea‛au-Pāhoa Bypass Road and Highway 11 (Volcano Highway) to and
including the area in the vicinity of Ulupono and Milo Streets, extending south of Kukula
Street and then in a westerly direction to the boundary of the Kea‛au Ag Lots Subdivision
to the Highway 11-Old Volcano Highway intersection along the Old Volcano Highway
leading to the Village core.
Important Agricultural Land to Medium Density Urban
A-2: encompassing the
triangular area of approximately 112 acres from Kukula Street-Kea‛au Bypass Road
intersection south to the Kea‛au Bypass Road-Kea‛au Pāhoa Road intersection, and then
approximately to the northeastern corner of the Kea‛au Ag Lots Subdivision.
The Commission took this item up at 9:01 a.m. with 8 people from the public in attendance.

– The Commission took this item up at 9:17 a.m.
Approval of Minutes of the June 4, 2015 meeting – It was moved by Commissioner Ikeda and
seconded by Commissioner Moses that the minutes of June 4, 2015, be approved as circulated.
Motion was unanimously carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVE MATTERS/ANNOUNCEMENTS -
The Commission took up the
following at 9:18 a.m.
1.Status of applications heard by Windward Planning Commission that are pending before
County Council.
Mr. Arai announced that the next Commission meeting will be on August 6, 2015, and
there was tentatively four items on the agenda.
Mr. Arai also informed the Commission that Roy Vitousek, III, an attorney from Kona,
will be representing Arrow of Oregon/Hawai‛i, LLC in the contested case proceeding
currently scheduled for the Commission’s September 3, 2015 meeting \[Arrow of
Oregon/Hawai‛i, LLC Amend SPP 09-076 and David and Laura Rodrigues SPP 15-178\].
He reminded the Commission to turn in their forms indicating whether or not they will be
participating in the proceeding to Ms. Hata-Finley since the Commission will serve as the
hearings officer.
Mr. Arai added that the Change of Zone application for Harry and Sandra Freitas
\[REZ 14-185\] was heard by the County Council’s Planning Committee the day before,
and motions to postpone action on that application and an unfavorable recommendation
failed to pass. Therefore, the application was forwarded to the full Council with an
unfavorable recommendation. Mr. Arai believed that the Council was also contemplating
a bill that would amend concurrency requirements.
Mr. Arai stated that Moaniala Holdings, LLC (formerly Hilo Hillside Corp.) received
final approval for their amendment request \[to Change of Zone Ordinance 08 115\] from
the County Council which became effective on June 15, 2015 \[REZ 738\].
Upon Commissioner Henkel’s inquiry, Mr. Arai stated that it was his understanding that
the applicants for the contested case hearing regarding the Arrow of Oregon/Hawai‛i,
LLC and Rodrigues applications have not yet confirmed any subsequent meetings to
settle the matter.

ADJOURNMENT
– There being no further business, it was moved by Commissioner Ikeda
and seconded by Commissioner Moses that the meeting be adjourned. Motion was unanimously
carried by a voice vote of all Commissioners in attendance. Chairman Miyasato adjourned the
meeting at 9:22 a.m.
