Meeting Notes
April 1, 2015 (Old Courthouse 4:30pm)
Participants:

Margot McFedries, Beth Robinson, Jack Hoyt, Ted Matsuda.
Akoakoa Point (Bird Cave)
NSTR – Nothing Significant to Report
Hapu'u – Kapanaia
There are campers (squatters - the same people) on the Kapanaia side of the Heiau.
Fred & Toni will prepare a presentation with maps for Kamehameha Schools.
The presentations will be about Hapu'u, Kapanaia, and Halelua.
Halelua
We don't have an access plan or GOE (only have draft) from the county
Landowners are in conversation with HILT.
Kauhola Lighthouse
MKOKI has volunteers clean up the lo'i and cultural sites.
They have scheduled the volunteer clean up on the last Saturday of every month.
Ainakea – Makai
We need to check if the landowner moved the pedestrian gate from the conservation district.
We need an update from the county on the GOE.
Pahoa Beach
The old Mohamadi property is on the market.
We need and update from the county planning department,
Upolu Airport - East end of the runway
We need an update from the county planning department.
Upolu Airport - Restoration
The restoration is ongoing.
This project is applying for a soil conservation grant.
Latitude 20 Holdings (Lamaloloa)

Kaiholena Lot F
HILT is sponsoring a talk story session on this property.
They will meet at Mahukona at 9:45 am on April 18th, then drive to the site for a visit from 10:00
am till 1:00 pm. RSVP to Toni
Ala Kaha Kai Trail Association will be the landowner and HILT will hold the conversation easement.

Kohala Shoreline, LLC
Draft EA is delayed to get new studies done.
Water quality
It will take about 1 week to get the draft EA back, and then it will go to planning department for
review, probably sometime in May or June.
Public comment period is 30 days after it is recorded with OQEC.

The Alaloa goes over archeological site.
The landowners will work with Ala Kaha Kai to re-rout the trail

There's a deeded easement 6' or 10' along the shoreline from an earlier subdivision that was granted.
The landowners don't support or would propose vehicular access.
Property access points will happen in the future when other permits are granted.
Engineers will consider entrances & acceleration or deceleration lanes.
It would be good if all agencies & the community would meet to get on the same page regarding
access points.
Public parking as proposed may be an issue and may need to be moved to a reasonable area.

This project is all in the state land use Urban district zone 15,000 sq. ft.
It is zoned R3a under the county zoning.
The landowners are proposing 9 lots.
Dr. Rechman wanted to thank the people for their input during the site visits.
He will use it to consider in the EA
Cultural impact statement is done by records and orally (people to share their knowledge)
The public access plan calls for sunrise to sunset for fishing & gathering.
Comment for landowners to not use rocks from site to build stonewalls.
The landowners are open to community comments.
Kohala Kai
3 lots are listed
Conservation easement - Ala Kaha Kai trail association & the landowner still need to talk and come
up with an agreement.
Need an update from the county or landowner on why is the access parking lot gate closed
Kohala Waterfront
The lateral trail is over the rocks and should be moved more mauka because the high water mark has
moved inland.
The certified shoreline will come up for comments with OQEC, regarding 2 lots that are being
surveyed.
Community should comment at that time.
Access Group Interfacing with the Action Committee and the County
Our letter went to the action committee, who will then send it to the planning director.
