North Kohala Community Access Group
Meeting Notes
May 6, 2015 (Old Courthouse 4:30pm)
Participants:
Jack Hoyt, Keith Wallis, Margot McFedries, Toni Withington, Carter Collins,
Keoni Mackillop, Joe Carvalho, Aric Arakaki, Ted Matsuda.
Akoakoa Point (Bird Cave)
Joe will get an update from Eldridge Naboa
Hapu'u – Kapanaia
There are campers (squatters - the same people) on the Kapanaia side of the Heiau.
Tourists also have been camping in this area.
Kapalama Heiau is being run over by vehicles
We need to let the county know of the desecration of Kapalama Heiau & what can be
done.
The vehicle access has been altered because of the downed trees from the high
o
winds during the recent storms
Toni will ask Misty Kai owners if they will allow community volunteers to
help clean up the trees.
Vehicles and camping sites are in areas that they are not supposed to be.

Signage should be made to identify Kapalama Heiau

Halelua
The county planning department is waiting for a revised map of the trail from the
landowner
The landowner will get the revised trail surveyed and notify the county planning
o
department
Jack will follow up with the landowners.

The county reports that all access trials are in place
The community will need to notify the county if the landowners are blocking any
access
The notification will need to be a written complaint of the violations.

Upolu Airport - East
The landowners haven't responded to the letter sent by the county planning department.
The landowners haven't agreed to the proposed new alignment of the access trail that the
planning department's planner Larry Brown submitted.
Upolu Airport - Restoration
The restoration is ongoing.
The National Guard Alumni planted a Milo tree by the terminal.

Kaiholena Lot F
HILT sponsored a site visit & talk story session on this property.
There were about 40 people in attendance.
They hiked the Ala Loa and discussed oral history & cultural lifestyle of this
ahupua'a.
Ala Kahakai Trail Association purchase is in the process of closing
Kohala Shoreline, LLC
When OEQC comes out in May or June, we may comment on this project
Ala Kaha Kai NPS will work with the community on realigning the Ala Loa that goes
over cultural sites.
Kohala Kai
The access gate to the parking lot gate closed but not locked.
Ala Kahakai NHT, NPS will resume negotiations with landowners after closing the
purchase of Kaiholena.
We need an update from the county planning department if a final subdivision document
has been issued.
Kohala Waterfront
An SMA was approved a while ago didn't require any public hearings.
The county required shoreline lateral public access easement was not ground-truthed
when approved years ago. As such, the public access is unsafe and in the breakers as
places. As a result, shoreline users created a safe trail that, at places, are within
undeveloped subdivision lot boundaries. A lot now being constructed has caused the
movement of this created trail closer to the shoreline and has hardened the shoreline
with a 10-foot retaining wall.
There is concern that this lateral access trail will erode & will need to be moved more
inland.
Ala Kahakai NHT, NPS will work with NKCAG, the county and the Kohala
o
Waterfront Homeowners Association on determining the safest alignment along
this section of the shoreline and other shoreline alignments at Kohala Waterfront.
Access Group Interfacing with the Action Committee and the County
We need to check with Lucas of the planning department on the letter of questions that
we sent earlier.
New Items
The county planning department is working on GOE language for the lighthouse road
access.
University of Hawaii Department of Urban & Regional Planning is doing a review &
research on chapter 34.
People are still picking rocks from makai of Akoni Pule Highway for rock walls.
We should let DLNR know about this illegal activity
We should get signs from DLNR about illegal taking of rocks.
We should discuss "Guide to GOE" at one of our next meetings.
