HomeMy WebLinkAbout2015-37 CERS minutes 25Aug15Communication No. 2015 -37 PCDP Subcommittee on Connectivity and Emergency Response Meeting — August 25, 2015 Keaau Community Center 5:00 p.m. MINUTES Call to Order: 5:07 p.m. Call for Approval of Minutes as Circulated (July 28, 2015) — Moved to accept, Patti Pinto; Seconded, Jon Olson; Unanimously approved. Old Business: • Update on Ad hoc Committee initiated by Gregor Ilagan Results of August 18, 2015 County Council Committee on Public Works and Parks and Recreation August 18, 2015 meeting in Kona. Communication 363 introduced by Councilman Ilagan dated July 6, 2015: "REQUESTS DISCUSSION REGARDING THE CREATION OF AN AD HOC COMMITTEE RELATING TO ROAD CONNECTIVITY IN PUNA. The proposed ad hoc committee will study prioritized connections and work towards implementing the connections. (Wording was revised during the subcommittee discussion to have word "study" replaced by "review. ") Testimonies given: PCDP Chair — Patti Pinto — in support of Ad hoc committee CERS Chair — Marlene Hapai — in support of Ad hoc committee Others: Jon Olsen — opposed to word "study" being used • Ad hoc Committee Composition: All Councilmembers representing Puna to include: Council members Ilagan, Paleka, David and Onishi, PCDP AC Chair, Patti Pinto; PCDP CERS Chair, Marlene Hapai. Department of Planning and Public Works, Civil Defense and other government agencies as needed will serve in an advisory role to determine viability of CL's (Connectivity Locations) and implementation. • Foundational Materials to be provided for committee planning: Provided May 2014 and May 2015 CERS Reports which included prioritized CL /s, criteria for prioritization (County of Hawaii and PCDP), input received and incorporated from the public and maps. • First scheduled organizational meeting — August 26, 2015, 10:00 a.m. Council Chambers • Need to schedule meetings with the following to gain support for connectivity implementation: • Representative Gabbard • Senator Schatz • Senator Lorraine Inouye, State Senate Transportation Chair New Business: • Review of Lava Tree Park/Nanawale alternate connection to Highway 132: Should read as follows: Connect Nanawale to Highway 132 via Forest Communication No. 2015 -37 Road and Lava Tree Road. Map also needs to be updated to add Lava Tree Road • Open Discussion on Topics of Concern to CERS members and others in attendance 1) Input from Rene Seracusa: Important Apa'a Road is opened as 2 large trees blocked Kaohe Homestead Road and residents unable to pass. 2) Jon Olson revisited the Civil Rights claim filed regarding the 1998 Hawaii Long Range Land Transportation Plan pointing out the Puna District needs are not being addressed.. 3) Email shared from Hannah Hedrick regarding need to orient individuals regarding CL's and Mass Transit issues to include overlay and redundancy, hub and spoke, multipurpose inter - subdivision gathering places; emergency routes, importance of drive and view to determine viability of CL's, traffic sharing, and land acquisition while still affordable. 4) Email shared from Stephanie Bath regarding Upper Orchidland and 40th CL to be sure it is included.
