PUNA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE
DATE: Tuesday, September 8, 2015

CALL TO ORDER
ADDITIONS TO THE AGENDA:
ANNOUNCEMENTS:
PUBLIC TESTIMONY ON AGENDA ITEMS:
Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are asked to
submit a completed request form to the Puna CDP project manager prior to the completion of each public
testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item
during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item,
subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on August 11, 2015. (5 min)
NEW BUSINESS:
1. Communication No. 2015 -37: Connectivity and Emergency Response Subcommittee
(CERS): Marlene Hapai will inform the AC on the activities of the subcommittee. The
subcommittee minutes consists of general subcommittee topics including the following:
- Discussion on alternate Nanawale connection to Highway 132 via Forest Road
- Update on ad hoc committee (10 min)
2. Volcano Long Range Plan Subcommittee (VLRPS): Members of the subcommittee will
inform the AC on the activities of the subcommittee. (10 min)
3. Communication No. 2015 -36: Pahoa Regional Town Center Plan Subcommittee
(PRTCPS): The AC will discuss and decide to submit a draft letter to the Planning Director
requesting clarification on a statement in the July 6, 2015 subcommittee meeting minutes
(Communication No. 2015 -29). Additionally, members of the subcommittee will inform the
AC on the activities of the subcommittee. The subcommittee minutes consists of general
subcommittee topics including the following:
Discussion on development of the wastewater plan
Discussion on formation of the Design Review Committee
Discussion on acquisition of Luquins parking lot
Hawai `i County is an Equal Opportunity Provider and Employer
- Discussion on the status of the Post Office Road
- Discussion on the status of the lava viewing area

4. Mt. View Village Center Plan Subcommittee (MTVS): Patti Pinto will inform the AC on the
activities of the subcommittee. (10 min)
5. Communication No. 2015 -35: Mass Transit Subcommittee (MTS): June Conant will
inform the AC on the activities of the subcommittee. The subcommittee minutes consists of
general subcommittee topics including the following:
- Review of a Puna district map and assessing the possibility of hub & spoke routes
- Discussion on the proposed Mass Transit Master Plan including specific concerns and
questions on plan development. (10 min)
6. Communication No. 2015 -34.1: Draft Annual Report May 2014 to April 2015: The AC
will review and discuss the changes initiated at the August 11, 2015 AC meeting. The AC may
decide to adopt the report and transmit it to the Planning Department for consideration and
distribution to appropriate agencies. Development and acceptance of a transmittal letter may
also be decided. (15 min)
7. Budget Subcommittee: The AC will absolve the 2014 -2015 Budget Subcommittee and decide
on new committee members for the 2015 -2016 Budget Subcommittee. (15 min)
8. Building in Puna Brochure: Elmer will update the AC on the continued development of a
Grubbing and Grading Brochure.

UNFINISHED BUSINESS: NONE
AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the October 13, 2015
meeting.

hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action my
communicating or urging others to communicate with public officials." (Article 15, Section 2 — 91.3(a)(6), Hawai'i County Code).
