WINDWARD PLANNING COMMISSION
COUNTY OF HAWAI‘I
MINUTES
AUGUST 6, 2015
The Windward Planning Commission met in regular session at 9:00 a.m. in the County of
Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman
Myles Miyasato presiding.
COMMISSIONERS PRESENT: Myles Miyasato, Donn Dela Cruz, Charles Heaukulani,
Gregory Henkel, Donald Ikeda, and Raylene Moses.
ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation
Counsel for the Windward Planning Commission), Daryn Arai (Planning Program Manager),
Jeff Darrow (Staff Planner), Maija Jackson (Staff Planner), and Sarah Hata-Finley (Commission
Secretary).
A quorum was present. Chairman Miyasato introduced Windward Planning Commissioners and
staff to members of the public, and went over the procedures for public testimony.
STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the
agenda.
1.APPLICANT: GLORY NANI MAU, LLC (Amend REZ 792)
Request for a 5-year extension of time to Condition B (secure Final Subdivision Approval) of
Change of Zone Ordinance No. 08-72, which rezoned the subject properties from an
Agricultural-3 acres (A-3a) and Agricultural-10 acres (A-10a) zoning districts to an
Agricultural-1 acre (A-1a) zoning district to accommodate a proposed 25-lot subdivision.
The project site is a part of the Nani Mau Gardens complex, bounded by Railroad Avenue,
Makalika Street and Awa Street within the Pana‛ewa Farm Lots Subdivision, Waiākea, South
Hilo, Hawai‛i, TMK: 2-2-048: portion of 013 and 093.
The Commission took this item up at 9:00 a.m. with 4 people from the public in attendance.

2.APPLICANT: BWA LLC dba BOTANICAL WORLD ADVENTURES
(Amend SPP 04-005)
Request for a 5-year extension of time to Condition No. 2 (complete construction) and the
expansion of operating hours (Condition No. 3) of Special Permit No. 04-005, which allowed
for the construction of a visitor center, parking lot and related improvements on
approximately 154,010 square feet (3.53 acres) of land situated within the State Land Use
Agricultural District. The project site is part of the existing Botanical World Adventures

situated on the north side of Leopolino Road between Highway 19 and the Old Māmalahoa
Highway, Kamae‛e, North Hilo, Hawai‛i, TMK: 3-1-001: portion of 015.
The Commission took this item up at 9:17 a.m. with 3 people from the public in attendance.

– The Commission took this item up at 9:38 a.m.
Approval of Minutes of the July 2, 2015 meeting – It was moved by Commissioner Moses and
seconded by Commissioner Ikeda that the minutes of July 2, 2015, be approved as circulated.
Motion was unanimously carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVE MATTERS/ANNOUNCEMENTS -
The Commission took up the
following at 9:38 a.m.
1.Status of applications heard by Windward Planning Commission that are pending before
County Council.
There was no report regarding the status of applications previously heard by the
Commission that are currently pending before the County Council.

Mr. Arai reminded the Commission that their September 3 meeting will include
contested case proceedings for Arrow of Oregon \[SPP 09-076\] and David and Laura
Rodrigues \[SPP 15-178\]. He stated that staff was currently working with the parties
regarding the scheduling of witness and exhibits lists, and thanked the Commissioners
who committed to participating in the contested case proceedings.

Mr. Arai said that there may be several other items on the September 3 agenda, and also
informed the Commission that the appropriate arrangements have been made should the

contested case proceedings extend to the next day, September 4.
Chairman Miyasato confirmed with Mr. Arai that the Commissioners who were unable to
participate in the contested case proceedings may attend and participate in the regular
portion of the meeting.
Upon Commissioner Henkel’s inquiry about the status of the geothermal asset fund claim
regarding a public health study, Mr. Arai stated that he had provided Mr. \[Thomas\]
Travis with some information detailing certain issues regarding the proposal and that he
will be scheduling a meeting with Mr. Travis in one to two weeks.

ADJOURNMENT
– There being no further business, it was moved by Commissioner Ikeda and
seconded by Commissioner Moses that the meeting be adjourned. Motion was unanimously
carried by a voice vote of all Commissioners in attendance. Chairman Miyasato adjourned the
meeting at 9:42 a.m.
