HomeMy WebLinkAbout2015-08-20 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES AUGUST 20, 2015 The Leeward Planning Commission met in regular session at 9:32 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chairman Brandi Beaudet presiding. COMMISSIONERS PRESENT: Brandi Beaudet, Collin Kaholo, Barbara Nobriga, Sonny Shimaoka, Keith Unger and Thomas Whittemore ABSENT AND EXCUSED: Scott Church ALSO PRESENT: Danny Patel (Counsel for the Commission), Bobby Command (Deputy Planning Director), Jeff Darrow (Planner), Maija Jackson (Planner), Christian Kay (Planner) and Noriko Sauer (Commission Secretary) And approximately ten people from the public in attendance. A quorum was present. Chair Beaudet called the meeting to order, and introduced the Commissioners and staff to members of the public. He also described the procedure for public testimony. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. NEW BUSINESS 1.APPLICANT: KUKUI DEVELOPMENT, LLC (REZ 04-022) Request for a 5-year time extension to comply with Condition C (complete construction of 92-unit Hale Nanea Condominium) of Ordinance No. 05-74, which rezoned approximately 6.27 acres of land from a Resort-Hotel-1,250 square foot per unit (V-1.25) and an Agricultural-1 acre (A-1a) zoning districts to a Multiple Family Residential–2,500 square foot per unit (RM-2.5) zoning district. The property is located along the south side of Hualālai Road, approximately 1,100 feet mauka from the Hualālai Road-Kuakini Highway intersection, thst Hienaloli 6 and ‘Auhaukea‘ē 1, North Kona, Hawai‘i, TMK: 7-5-009:067. The Commission took up this item at 9:33 a.m. with approximately ten people from the public in attendance. (SEE EXHIBIT A) 1 2.APPLICANT: JEAN A. LORANT TRUST (REZ 15-188) Application for a Change of Zone from an Agricultural-20 acres (A-20a) to an Agricultural- 7 acres (A-7a) zoning district for approximately 21.095 acres of land. The property is located along the west (makai) side of Hao Street, approximately 1,500 feet from its intersection with Kaloko Drive within Kaloko Mauka Subdivision at Kaloko, North Kona, Hawai‘i, TMK: 7-3- 026:003. The Commission took up this item at 10:18 a.m. with four people from the public in attendance. (SEE EXHIBIT B) MINUTES – The Commission took up the following minutes at 10:30 a.m.: July 16, 2015 – It was moved by Commissioner Shimaoka that the minutes be approved as submitted. The motion was unanimously carried by a voice vote of all Commissioners present. ADMINISTRATIVE MATTERS – The Commission took up the following matters at 10:31 a.m. with five people from the public in attendance. 1.Status of applications heard by Leeward Planning Commission that are pending before County Council. – No report was made. 2.Overview and Discussion on Contested Case Hearing procedures. – Mr. Darrow stated that this item was postponed until a future meeting. ANNOUNCEMENTS – Mr. Darrow announced that the next meeting was scheduled for September 17, 2015, with tentatively two items on the agenda. ADJOURNMENT – There being no further business, at 10:33 a.m., it was moved by Commissioner Shimaoka and seconded by Commissioner Nobriga that the meeting be adjourned.
