PARADISE PARK BAPTIST CHURCH
A regularly advertised hearing on the application of
(SPP 14-163)
was called to order at 9:12 a.m. in the County of Hawai‘i Aupuni Center
Conference Room, 101 Pauahi Street, Hilo, Hawai‘i with Chairman Myles Miyasato presiding.
COMMISSIONERS PRESENT: Myles Miyasato, Donn Dela Cruz, Gregory Henkel, Donald
Ikeda, and Raylene Moses.
ABSENT & EXCUSED: Charles Heaukulani.
ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation
Counsel for the Windward Planning Commission), Daryn Arai (Planning Program Manager),
Jeff Darrow (Staff Planner), Christian Kay (Staff Planner), and Sarah Hata-Finley (Commission
Secretary).
And approximately 4 people from the public in attendance.
APPLICANT:PARADISE PARK BAPTIST CHURCH (SPP 14-163)
Request to amend Special Permit No. 14-163 to include an adjoining 1-acre parcel (Parcel 124)

as part of the permit area to accommodate a new access from 24 Avenue that will allow for
termination of access to Kaloli Drive as required by Condition No. 3. Special Permit No. 14-163
was approved to allow the establishment of a church and related improvements on approximately
one acre of land situated in the State Land Use Agricultural District. The properties are located
in Hawaiian Paradise Park Subdivision along the west side of Kaloli Drive between Naupaka

Avenue (23) and Ohe Avenue (24), approximately 1 mile from the Kea‘au-Pāhoa Road
intersection, Kea‘au, Puna, Hawai‘i, TMK: 1-5-038:123 & 124.
MIYASATO: Okay, Item No. 2, applicant Paradise Park Baptist Church.
DARROW: Thank you, Mr. Chairman. Good morning members of the Planning Commission.
MIYASATO/MOSES/DELA CRUZ: Good morning.
DARROW: If I can direct your attention to our presentation. Again, this is for Paradise Park
Baptist Church. They’re requesting an amendment to their existing Special Permit No. 14-163.
The area of the subject application is within the Puna District of Hawaiʽi. More specifically,
we’re looking in the area of the Hawaiian Paradise Park Subdivision, which is in close proximity
to the Orchidland Subdivision.

For reference, moving in a north-south direction, we have the Keaʽau-Pāhoa Road or Highway
130. The subject properties are identified with a black outline.
This is a closer view. This illustrates our County zoning for the area. The lighter green
represents Agricultural – 1 acre, and these, majority of the properties within Paradise Park are
one acre in size.
The darker green represents Open zoning. There are several parcels within Hawaiian Paradise
Park that are approximately 20 acres in size that were set aside for community purposes, that are
zoned Open. This one’s just in that vicinity.
This is our General Plan Land Use Pattern Allocation Guide Map. It identifies the subject parcel
and surrounding areas as Rural, and you’ll notice the orange coloring that identifies Medium
Density Urban. So, this is one of our Medium Density Urban nodes that was approved in
Paradise Park which is also consistent with the location for the Village Center in the Puna
Community Development Plan. So, the subject property would be right within that, that Village
Center area.
This is an aerial photo. For reference, we have Kaloli Drive running in a north-south direction.
The, original subject property with the church is, is on the upper portion of the map, and the
request for the amendment to add the lower parcel is identified on the lower parcel--mainly for
access purposes is the request.
The applicant is requesting an amendment to Special Permit No. 14-163 to include an adjoining

one-acre parcel, Parcel 124, as part of the permit area to accommodate a new access from 24
Avenue. This will allow for termination of access from Kaloli Drive as required by the existing
Condition No. 3.
Special Permit No. 14-163 was originally approved by the Windward Planning Commission on
June 5, 2014, to allow the establishment of a church and related improvements and activities
within two existing structures situated on approximately one acre of land in the Hawaiian
Paradise Park Subdivision. The project is known as the “Paradise Park Baptist Church.”
Condition, currently Condition No. 3 states, “The entrance to the subject property shall be from

23 Avenue. Direct access to the subject property from Kaloli Drive shall be prohibited after
one \[(1)\] year from the effective date of the Special Permit, at which time the applicant will need
to appear before the Planning Commission for an amendment.” And, so this is in compliance
with Condition 3.
For reference, this is the original site plan. The adjoining parcel would be on the left side which

is now part of this map. But, for reference, we have Kaloli Drive, and we have 23 Avenue on
the right side of the map. The existing church is on the left side of the parcel, and currently, they
have been accessing from Kaloli Drive in this general area. This is now chained off, and they

will be providing access from 24 on the adjoining parcel to the subject property.

As you’ll see in some of these photos, the, the vegetation and the location of the existing

dwelling on the property makes it very difficult to access the property from 23, and, therefore,
th
they’re requesting the access from 24. So, this is the current access, which again has been
chained off.

This is on 24 Avenue where their new access will be located. It has been cleared, and there is a
cinder driveway. This is looking at the church currently. And, this is looking towards the new
driveway access from Kaloli Drive.
The Planning Director is recommending that this amendment be approved with conditions. If I
can just bring to your attention one or two items. Condition No. 3 has been changed to basically
state that access from Kaloli Drive shall be prohibited, so from this time on, that’s no longer an
option for them. And, the reason for that is because Paradise Park has a policy that any of these
parcels along the main roads—unless it’s actually, that’s the only option they have if it’s on a
corner. They want access from those interior roads, and they’ve requested that the Planning
Department enforce those requirements. So, we’re placing that condition as Condition No. 3.
And then Condition No. 7 is a new condition that we’re adding that those two parcels be
consolidated to become one parcel within a period of time of one year.
Also, lastly, Exhibit No. 9 is a comment we had received from Paradise Park Association in
which they’re in favor of the, the request.

BAKER: My name is Reverend Leon Baker. I’m the property development committee

chairperson. I live in Paradise Park. Address is 15-1545 9 Avenue in Kalo—excuse me, 9
Avenue there in Paradise Park.
MIYASATO: Do you have any comments or a presentation?
BAKER: No, no additional comments other than what has been presented.

MIYASATO: Okay, Commissioners, any questions for the applicant? If not, you’ve reviewed
those two conditions, the amended Condition No. 3 and the additional Condition No. 7?
BAKER: Yes, sir. We have looked at those amendments, and we will be complying to them.
MIYASATO: Okay, thank you. No further questions for the applicant? Thank you.
Commissioners, any discussion on this application? If not—any public testimony on this?
Anyone wishing to testify? If not, I’ll accept a motion to close public testimony on this
application.
IKEDA: Move to close public testimony.

MIYASATO: Any opposed? I call a close to the public testimony. If no further discussion, I’ll
accept a motion on this application.
IKEDA: Mr. Chairman, I move that the application for amendment to Special Permit No. 14-
163 be approved based on the Planning Director’s recommendation, findings, and proposed
conditions, which shall be adopted.
DELA CRUZ: Second.
MIYASATO: I have a motion by Commissioner Ikeda and a second by Commissioner Dela
Cruz. Any discussion on the motion? If not, call the roll.
