HomeMy WebLinkAbout2015-09-17 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES SEPTEMBER 17, 2015 The Leeward Planning Commission met in regular session at 9:37 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chairman Brandi Beaudet presiding. COMMISSIONERS PRESENT: Brandi Beaudet, Scott Church, Collin Kaholo, Barbara Nobriga, Sonny Shimaoka and Keith Unger ABSENT AND EXCUSED: Thomas Whittemore ALSO PRESENT: Danny Patel (Counsel for the Commission), Duane Kanuha (Planning Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Planner), Maija Jackson (Planner), Lucas Mead (Planner) and Noriko Sauer (Commission Secretary) And approximately 60 people from the public in attendance. A quorum was present. Chair Beaudet called the meeting to order, and introduced the Commissioners and staff to members of the public. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. NEW BUSINESS 1.APPLICANT: BRETT W. RITCHIE (REZ 15-192) Application for a Change of Zone from an Agricultural-20 acres (A-20a) to a Family Agricultural-1 acre (FA-1a) zoning district for approximately 5.94 acres of land. The property is located on the east (mauka) side of the Old Māmalahoa Highway across the street and northeast th of the Matsuyama Food Mart complex at Kalaoa 5, North Kona, Hawai‘i, TMK: 7-3-004:012. The Commission took up this item at 9:38 a.m. with approximately 60 people from the public in attendance. (SEE EXHIBIT A) RECESSED The Chair called a recess at 10:35 a.m. RECONVENED The meeting reconvened at 10:52 a.m. 1 2.APPLICANT: KAMEHAMEHA SCHOOLS–LAND ASSETS DIVISION–WEST HAWAI‘I (SMA 15-060) Application for a Special Management Area (SMA) Use Permit to allow for the demolition of the former Keauhou Beach Resort complex and the remnants of the former Kona Lagoon Hotel facility to allow for the construction and establishment of an educational complex (Kahaluʻu Ma Kai) and related programs, activities and improvements on approximately 22.73 acres of land situated within the SMA. The properties are situated on the west (makai) side of Aliʻi Drive, immediately adjacent to and south of Kahaluʻu Beach Park at Kahaluʻu, North Kona, Hawai‘i, TMKs: 7-8-013: 002, 013, 042 & 043. The Commission took up this item at 10:52 a.m. with approximately 80 people from the public in attendance. (SEE EXHIBIT B) MINUTES – The Commission took up the following minutes at 1:37 p.m.: August 20, 2015 – It was moved by Commissioner Kaholo and seconded by Commissioner Shimaoka that the minutes be approved as submitted. The motion was unanimously carried by a voice vote of all Commissioners present. ADMINISTRATIVE MATTERS – The Commission took up the following matters at 1:38 p.m. 1.Status of applications heard by Leeward Planning Commission that are pending before County Council. – Mr. Arai reported the following:  CHARLES E. LIPPS, JR. AND JANET S. LIPPS TRUST (REZ 15-187): The Commission forwarded a favorable recommendation to the County Council. The Council Committee on Planning rendered a negative recommendation. The County Council postponed its hearing on this matter at the applicant’s request. 2.Overview and Discussion on Contested Case Hearing procedures. – Postponed. ANNOUNCEMENTS – Mr. Arai announced that the next meeting was scheduled for October 22, 2015, with a continued hearing on the application of Kamehameha Schools (SMA 15-060) being the only item on the agenda. He mentioned that the agenda for the November 19, 2015 meeting was expected to include seven applications. Mr. Arai also informed the Commission that there was a possibility of a joint meeting with the Windward Planning Commissions to consider an amendment to the Planning Commission Rules of Practice and Procedure, although no details were set yet. ADJOURNMENT – There being no further business, at 1:40 p.m., it was moved by Commissioner Shimaoka and seconded by Commissioner Kaholo that the meeting be adjourned.
