Schutte, Chair John M. Bertsch, Vice Chair Arthur F. Buckman, Commissioner Robert G. Gomes, Sr., Commissioner Peter L. Hendricks, Commissioner Peggy K. Hilton, Commissioner Absent: Keith T. Morioka, Commissioner A quorum was present. Also present: Paul Ferreira, Deputy Chief Marshall Kanehailua, Assistant Chief Paul Kealoha, Assistant Chief Henry Tavares, Assistant Chief Kenneth Bugado, Captain Belinda Castillo Hall, Deputy Corporation Counsel Josie Pelayo, Secretary APPROVAL OF AGENDA Commissioner Hendricks motioned to approve the agenda. Commissioner Buckman seconded, and it carried unanimously. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS (None.) APPROVAL OF MINUTES • July 17, 2015, regular and executive sessions: Commissioner Hilton motioned to approve the minutes. Vice Chair Bertsch seconded, and it carried unanimously. POLICE CHIEF'S REPORT ON DEPARTMENTAL ACTIVITIES Including, but not limited to: Crime report: Assistant Chief Tavares briefly highlighted the written report. Up through July 31, 2015, there were 826 serious crimes, 100 of which were investigated by the Criminal Investigation Units. In July, they had 9,284 calls for Hawai'i Police Commission Regular Session Minutes August 7, 2015 Page 2 service. Crime trends show that unauthorized entry of motor vehicles decreased in Hilo. They have increased patrol in recreational areas such as swimming and hiking areas. Area I I had an increase in unauthorized motor vehicle entry, and police presence has been increased. In Ocean View, they had an increase in property crimes which is being addressed by CPOs and more police presence. AC Kealoha reported that several auto thefts in Kona have been cleared, and two people were arrested. • Traffic report: Assistant Chief Kealoha reported that there were no fatalities in July, although they had one in August. There were no traffic trends. (Commissioner Gomes arrived at 9:18 a.m.) Personnel report: Assistant Chief Kanehailua reported having 13 sworn vacancies. Another recruit class is in progress. Their most pressing civilian vacancies are in dispatch. They continue to have school crossing guard vacancies. An evidence custodian retired, and they are required to do a full audit. They are still going through the CALEA Assessment. They will find out if they receive accreditation at the meeting in November. CALEA gives them a blueprint to follow, but it is not a one size fits all. A lot of the issues they have to deal with involve money. They were able to create their own program compliance standard. • Finance report: Assistant Chief Kanehailua reported that salary and wage expenditures are tracking at 12.5%. • Commendations of sworn and civilian employees: Deputy Chief Ferreira reported receiving 9 commendations involving 10 employees since the last meeting. • Other departmental activities: The HSLEOA Conference is schedule for September 16, 17, 18. They are prepared for forecasted storms. Recess was called at 9:50 a.m. The meeting reconvened at 10:11 a.m. EXECUTIVE SESSION Vice Chair Bertsch motioned to meet in executive session to consult with Corporation Counsel on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities; to consider discipline and charges against officers or employees of the Hawai'i Police Department; and to consider sensitive matters relating to public safety pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawai'i County Charter Section 13-20 (b). Commissioner Gomes seconded, and it carried unanimously. Executive session convened at 10:12 a.m. Hawaii Police Commission Regular Session Minutes August 7, 2015 Page 3 Regular session reconvened at 11:28 a.m. ACTION ON EXECUTIVE SESSION MATTERS • Investigation of Complaint HPC 15-22: Complainant alleged that officers did not provide their name and badge number when asked. Vice Chair Bertsch motioned to refer the complaint to the Police Chief for customer service concerns. Commissioner Hendricks seconded, and it carried unanimously. ANNOUNCEMENTS • Chair Schutte announced that the Police Commission's next monthly meeting will be on Friday, September 11, 2015, at 9:00 a.m., in the Puna Conference Room, Suite 1501, Hawaii County Building, 25 Aupuni St., Hilo, Hawaii. • Collection of files and documents.
