HomeMy WebLinkAbout08-05-2015 Public Access Subcommittee meeting notesNorth Kohala Community Access Group Meeting Notes August 5, 2015 (Old Courthouse 4:30pm) Participants: Fred Cachola, Jack Hoyt, Keith Wallis, Toni Withington, Carter Collins, Keone Mackillop, Aric Arakaki, Rick Gmerkin, Ralph Galan. ❖ Akoakoa Point (Bird Cave) ➢ Fred asked if the survey benchmark has been eroded. It was decided to ask USGS or Pono Pacific, the stewards for KS, if the benchmark is threatened. ❖ Hapu'u — Kapanaia ➢ There are still campers on the Kapanaia side of the Heiau. ➢ Kapalama Heiau is being run over by vehicles ➢ A resolution to purchase H to K along with Halelua (Vipassana) and Niuli'i (Wong- Eckles) has been introduced to the County Council. A map of the three projects has been prepared (see attached). •'• Halelua • ➢ We need to hear from Planning about the suggested changes to the access trail. ➢ We need to hear from Planning if the GOE includes access to burial sites ❖ Kauhola Lighthouse ➢ NSTR •'• Ainakea — Makai • ➢ NSTR. •'• Pahoa Beach • ➢ The county reports that all access trials are in place, however an inspection showed the lateral trail is blocked by high vegetation and signage is inadequate. ➢ A report on the inspection with photos was sent to Lucas Mead at Planning. ■ The community will need to notify the county of specific incidents if the landowners are blocking any access • The notification will need to be a written complaint of the violations. ❖ Upolu Airport - East ➢ NSTR ❖ Upolu Airport — Restoration ➢ The soil containment project is underway with Kohala Lihikai, Malama Kohala Kahakai and KHS students working to make erosion control basins. ➢ Six more of the native plant signs made by Middle School art students were installed on the trail ❖ Latitude 20 Holdings (Lamaloloa) ➢ NSTR ❖ Kaiholena Lot F ➢ Ala Kahakai Trail Association purchase is in the process of closing ➢ Kohala Lihikai has applied for County Maintenance Fund grant to steward the 5 Kaiholena lots owned by the County. ❖ Kohala Shoreline, LLC ➢ The OEQC Notice of the draft Environmental Assessment was published July 7. ➢ Toni and Keone reported on efforts to get written comments submitted by the Aug. 8 deadline. Five individuals or organizations said they will be submitting comments. ➢ Ala Kahakai NPS will work with the community on realigning the Ala Loa that goes over cultural sites. ❖ Kohala Kai ➢ Ala Kahakai NHT, NPS will resume negotiations with landowners after closing the purchase of Kaiholena. Talks are currently stalled. ➢ The final subdivision document has not been issued. ❖ Kohala Waterfront ➢ An SMA was approved a while ago didn't require any public hearings. ■ There is concern that the lateral access trail will erode & will need to be moved more inland even though the County allowed owners to build rock walls right up to the trail. ■ Original county approved shoreline lateral public access alignment was unsafe at the outset. • As a result, County is working with NCAG, other community groups, Ala Kahakai NHT and homeowners association to realign the shoreline trail. ❖ Access Group Interfacing with the Action Committee and the County ➢ We need to check with Lucas of the planning department on the letter of questions that we sent earlier. ➢ The County Council is reviewing General Plan amendments that will include greater importance of the CDPs and their recommendations as well as better cooperation between the Planning Department and CDPs. ❖ New Items ➢ The Council of Cultural Preservation, a federal commission, is looking into the establishment of "cultural landscapes" to supplement historic site designation. Fred says this will allow greater ability to preserve broader areas such as the homelands of Kamehameha or Mauna Kea. ❖ Next meeting ➢ September 2, 2015; 4:30pm at Old Courthouse
