HomeMy WebLinkAbout06-03-2015 Public Access Subcommittee meeting notesNorth Kohala Community Access Group Meeting Notes June 3, 2015 (Old Courthouse 4:30pm) Participants: Dave Richardson, Toni Withington, Carter Collins, Beth Robinson, Aric Arakaki, Keith Wallis, Margot McFedries, Joe Carvalho, Keoni Mackillop, Jeff Coakley, Ted Matsuda. ❖ Akoakoa Point (Bird Cave) ➢ Joe will get an update from Eldridge Naboa ❖ Hapu'u — Kapanaia ➢ Pacific Plains. ■ The County Council drafted a resolution that has been sent to the county attorneys for review. o The resolution is to negotiate & purchase lands in Nuilii, Halelua, & Pacific Plains) ➢ Kapalama Heiau is being desecrated. ■ People are still driving over the Heiau ■ Toni will contact Misty Kai & Pacific Plains if they want us to help secure the Heiau area. ■ A State Historic Preservation Plan was approved for Pacific Plains to address their portion of Kapalama Heiau. ❖ Halelua ■ Vipassana o The county will be accepting comments on the GOE until June 26th. ❖ Kauhola Lighthouse ➢ NSTR •'• Ainakea — Makai • ➢ The trail gate has been moved. ■ We need to verify that the gate is in the right place & let the county know if it is okay. o Keoni will check it out. ❖ Pahoa Beach ➢ Some of us will meet on June 8th to verify the trail. ■ Everyone will meet at 2:00 by the gate. o If there is anything wrong with the trail a written formal complaint must be filed with the county. ❖ Upolu Airport - East ➢ The county planning department will work with the landowners on the access trail ■ We'll forward Lucas's (planning department) answers from last month to Charlie & Dave. ❖ Upolu Airport - Restoration ➢ This month they will be concentrating on soil erosion control ❖ Latitude 20 Holdings (Lamaloloa) ➢ The current listing agent is Charlie Anderson. Page 11 ❖ Kaiholena Lot F ➢ Ala Kaha Kai Trail Association is finishing up paperwork to close the purchase. ■ The state attorney general is reviewing the document to process the final sale of lot F ❖ Kohala Shoreline, LLC ➢ DEA is complete and planning will send it to OEQC for June 23rd edition ❖ Kohala Kai ➢ Ala Kahakai NHT, NPS will resume negotiations with landowners after closing the purchase of Kaiholena. ➢ We need an update from the county planning department if a final subdivision document has been issued. ❖ Kohala Waterfront ➢ The certified shoreline is posted on the OEQC report. ■ Talks between the state and landowners agree that 3 areas need to be moved inland. o These talks are on 2 lots and 1 pending survey. ■ The county will not be issuing any building permits until the trail issue is resolved o Ala Kaha Kai, Kailapa, & other community members will work with Kohala Waterfront officials to resolve this issue. ❖ Access Group Interfacing with the Action Committee and the County ➢ NSTR - Pau - Off ■ We already a letter to the Planning Director ❖ New Items ➢ OQEC. ■ There is a SMA -minor permit for a snack stand in Pololu by the old mule station by Kohala Preserve. o This may be a done deal ➢ Arron Low is the State Trails Specialist. •'• Next meeting • ➢ August 5, 2015; 4:30pm at Old Courthouse Page 12
