ATTENDANCE: Jason Armstrong, Public Information Officer, Kenneth J. Van Bergen, Deputy
Director (both from Parks & Recreation Dept.); John Winter, Toni Withington, Fay Yates, Carter
Collins, Andi Longpre (minutes by Andi)
Friends of the Park Program: Mr. Armstrong and Mr. Van Bergen clarified the
process involved Rule 12 of the Rules & Regulations of the Dept of Parks & Recreation, and
provided us a copy with the necessary application. They emphasized the need for co-ordination
between P&R and the various Friends'. There are liability issues regarding what can be done, the
types of materials that can be used and where plantings can be placed.
For example, the removal of the grandstand at Kamehameha Park. Due to health and safety
issues (lead paint) the County has to contract out for the demolition and removal of the
grandstand.
PARK MAINTENANCE: There are community concerns about maintenance such as weed -
whacking around the parks and the statue of King Kamehameha in Kapa'au. Mr.
Armstrong informed us that the County was hiring an additional maintenance person for such
work and would inform us if that person would be available for North Kohala. * * * On June 24th
Mr. Armstrong informed me that "yes" that person would be available to do repairs at the North
Kohala Parks.
CAPITAL IMPROVEMENT PROJECTS: New toilets and showers at Mahukona. Mr.
Van Bergen explained the nuances of the funding process with particular attention to the $2.5
million that was allocated when Pete Hoffmann was our Council Rep.
