The meeting was chaired by Laura Tobosa. MEMBERS PRESENT: Pauline Aughe, Janice Mancini, Sam Nagasawa, James Sousa and Laura Tobosa. ABSENT: Gena Avilla. OTHERS PRESENT AND GUESTS: Teri Spinola-Campbell, HR; Alisa Mitchener, P&R; J Yoshimoto, Corporation Counsel; Jesse Floyd, Program Specialist for the State DD Council; Sandy Arriola, Aging; Paul Pascua and Jessie MacDonald, Kauila Haumea and Gail Yoshishige. CALL TO ORDER Laura Tobosa called the meeting to order at 10:00 a.m. Introductions were made. APPROVAL OF MINUTES OF THE JULY 15, 2015, MEETING L. Tobosa P. SouzaMotion except who abstained because he was not present at the meeting. passed . STATEMENTS FROM THE PUBLIC (Agenda Items) No statements from the public. UNFINISHED BUSINESS P. Aughe stated that the committee was given applications from potential Kona residents to review and vote nay or yea and inform Kimo so he could bring it up to the Mayor. Since Kimo is not here today it was decided that they would ask him at the next meeting. NEW BUSINESS Discussion on the Committee’s Goals and Objectives The goals and objectives are in the bylaws so it will remain the same. Discussion on Forming Ad Hoc Committees P. Aughe had concerns about starting ad hoc committees. She stated that ad hoc committees are supposed to have some sort of objective. If there is no goal for each ad hoc committee, then at the end of the year, there will be nothing to report on. So before starting an ad hoc committee the committee needs to identify what the objectives are and then create ad hoc committees around that. S. Nagasawa would like to see more County sponsored exercise programs for people specifically with disabilities. She would like to do the Recreation Committee. Alisa, Janice and Kauila stated that they would also like to be on the committee. L. Tobosa suggested waiting on the committees until there is some objective that somebody wants to get done, and then it can be discussed the next time. But for now we have the Recreation Committee. It was decided that the Recreation Committee could meet either at Sam’s Office or Alisa’s before the next meeting. Floyd reminded everyone about the 2015 East Hawai‘i Disability Legislative Forum at Aunty Sally’s, tomorrow, from 4:00-7:00 p.m. . 2 NEXT MEETING The next meeting will be on September 16, 2015. Respectfully submitted, Sandra Arriola Recorder/Transcriber 3 ADA Coordinator’s Report August 19, 2015 ADA Training for Hele-On bus Operators Earlier this month at the request of the Mass Transit Agency, I conducted Americans with Disabilities Act and Service Animal training for Hele-On Bus operators in Hilo. We also used a DVD from Easter Seals Project Action, A.C.C.E.S.S. Matters, which took bus operators through various scenarios with passengers with disabilities. Waylen Leopoldino from our Department of Human Resources also conducted Customer Service training. Multi-Modal Master Plan for Downtown Hilo I attended a “Zoom In – Zoom Out” meeting for the Multi-Modal Master Plan for Downtown Hilo. The need for more viable parking spaces to make downtown more attractive to consumers and a shuttle bus for the downtown Hilo area was discussed. 8th Annual Municipal Attorneys Training Conference I prepared and delivered a presentation on “The Legal Framework for Making Electronic Information Accessible to Individuals with Disabilities” at the 8th Annual Municipal Attorneys Training Conference last week at the Hapuna Beach Prince. Dr. Larry Scadden, former chairperson of the Mayor’s Committee on People with Disabilities, joined me to discuss the barriers that people with different disabilities encounter in the virtual world. 4 Mayors Committee on People with Disabilities August 19, 2015 Parks & Recreation Report Alisa Mitchener, Recreation Specialist for Program Access RECREATION Summer Fun Season: 60 Children with disclosed disabilities (twice as many as in past years) were successfully included in our island wide programs. Diverse disabilities included autism, Deafness/ hard of hearing, asthma, migraines, sickle cell anemia, ADHD, behavioral disorders, epilepsy, and hemophilia. Parent contact and planning was essential. I created new “Allergy Safe Environment” Packets for sites with children with severe allergic reactions requiring epi-pens: included lists of food that may contain hidden peanuts, notice to parents for their Kokua on snacks and food sharing, information on how a child might describe their allergic reaction, and a poster to tell kids how they can help. Packets for severe allergic reactions to bee stings were also provided. I created Meltdown Prevention Plans and Medical Emergency Plans for children that needed them. Children with blood disorders that required Emergency Plans and different first aid procedures were served. Staff were briefed before the program started. Coordinated Ability Awareness Day at Papaikou Summer Fun with activity stations: wheelchair obstacle course, dog ball soccer, Ollie the octopus, taste the rainbow, sound bingo, and design an accessible playground park. COMMUNITY SUPPORT July 8, 2015 Presented “ADA Program Access: Building Connections with Government” at a conference sponsored by County Research and Development Department and the Hawaii Tourism Authority. Researched modification request in Naalehu for improved access to the HCEOC building. AQUATICS All 9 pool lifts are operating smoothly. Assisted ARC of HILO and Pahoa with coordination of Waiver of Fees, pool permits, and release of claims for participants for Pahoa Pool and Kawamoto Pool. BEACH ACCESS July 17, 2015 Coordinated Mobi chair training with ARC of Hilo. July 21, 2015 Mobi Mat Project volunteer orientation at Hope Services’ Hope Resource Center. Recruited volunteer team for Mobi Mat Days at Richardson’s. Started Mobi Mat Project every Friday from July 24, 2015 through September 25, 2015. July 24, 2015 Assisted Deep and Beyond Snorkel Day with Mobi Mats 5 2 Mobi Mat Days were cancelled due to Hurricane and Storm conditions. Signs will be posted on the accessible parking space signs if for any reason a Mobi Mat Friday is cancelled.
