Persons wishing to provide oral testimony are asked to submit a completed request form to the Puna CDP project manager prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee. APPROVAL OF MINUTES: Regular Meeting on September 8, 2015. NEW BUSINESS: (5 min) 1. Communication No. 2015 -38 & 2015 -39: Connectivity and Emergency Response Subcommittee (CERS): Marlene Hapai will inform the AC on the activities of the subcommittee. The subcommittee minutes consists of general subcommittee topics including the following: - Discussion on next step with Adhoc Committee data from the site visit - Need to work with AC budget committee to submit CIP request - The need to schedule meetings with various State Senators and Reps. (10 min) 2. Volcano Long Range Plan Subcommittee (VLRPS): Members of the subcommittee will inform the AC on their recent activities. (10 min) 3. Communication No. 2015 -42: Pahoa Regional Town Center Plan Subcommittee (PRTCPS): Members of the subcommittee will inform the AC on the activities of the subcommittee. The subcommittee minutes consists of general subcommittee topics including the following: - Updates on the progress of the wastewater feasibility study - Update on the progress of the parking lot acquisition - Update on the progress of Post Office Road widening and extension Hapai `i County is an Equal Opportunity Provider and Employer Update on the progress of the Lava Viewing and Education Center Update on the formation of the Design review Committee (20 min) 4. Town Hall Subcommittee: Members of the subcommittee will inform the AC on their recent activities. (15 min) 5. Communication No. 2015 -45: Budget Subcommittee: Members of the 2015 -2016 Budget Subcommittee will update the AC on their recent activities. Specifically, the committee will present for approval by the AC, re- appropriation requests (CIP requests) for the 2016 -2017 budget year. (15 min) 6. Communication Nos. 2015 -40 & 2015 -41: Building in Puna Brochure: Elmer will present the edited Grubbing and Grading Brochure and the AC will discuss a draft letter asking the Planning Director to review and provide comment on the brochure. (15 min) 7. Communication No. 2015 -43 & 2015 -44 : Memo from the Deputy Planning Director re: Community Development Action Committee Meetings and New 2015 -2016 Schedule for Action Committee Meetings: The AC will discuss the memo from the Planning Department that revises the AC meeting schedule to a bi- monthly one. Additionally, the AC will review, make changes as necessary, and approve the 2015 -2016 meeting schedule. (20 min) 8. Recognition of outgoing Action Committee members: Certificates of Appreciation will be presented to outgoing Action Committee Members to recognize their outstanding commitment and participation as Action Committee members. UNFINISHED BUSINESS: NONE AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the January 12, 2016 meeting. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2 — 91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action my communicating or urging others to communicate with public officials." (Article 15, Section 2 — 91.3(a)(6), Hawai'i County Code).
