HomeMy WebLinkAbout2015-10-01 Windward Planning Commission Minutes WINDWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES OCTOBER 1, 2015 The Windward Planning Commission met in regular session at 9:02 a.m. in the County of Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman Myles Miyasato presiding. COMMISSIONERS PRESENT: Myles Miyasato, Charles Heaukulani, Gregory Henkel, Donald Ikeda, and Raylene Moses. ABSENT & EXCUSED: Donn Dela Cruz. ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation Counsel for the Windward Planning Commission), Daryn Arai (Planning Program Manager), Jeff Darrow (Staff Planner), Christian Kay (Staff Planner), and Sarah Hata-Finley (Commission Secretary). A quorum was present. Chairman Miyasato introduced Windward Planning Commissioners and staff to members of the public, and went over the procedures for public testimony. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. 1.APPLICANT: NIMR TAMIMI (REZ 15-191) Application for a Change of Zone from Single Family Residential-10,000 square feet (RS-10) to Neighborhood Commercial-20,000 square feet (CN-20) for 22,000 square feet of land. The property is located on Manono Street, approximately 200 feet north from the intersection of Kekūanaōa Street and Manono Street in Waiākea House Lots, Waiākea, South Hilo, Hawaii, TMK: 2-2-034:083. The Commission took this item up at 9:03 a.m. with 10 people from the public in attendance. (SEE EXHIBIT A) This item ended at 9:09 a.m. 2.APPLICANT: ERIC HOOTA (Amend REZ 758) Request for an extension of time to complete construction of proposed commercial development as required by Condition E of Change of Zone Ordinance No. 94-06, which amended the zoning district for 26,770 square feet of land from a Single Family Residential- 10,000 square feet (RS-10) to General Commercial-10,000 square feet (CG-10). The property is located on the southeast (Puna-makai) corner of the Kinoʻole and Lono Streets intersection in Waiākea House Lots, Waiākea, South Hilo, Hawai‘i, TMK: 2-2-024:008. (SEE EXHIBIT B) This item ended at 9:22 a.m. 3.APPLICANT: JOYCARE, LLC (USE 15-053) Application for a Use Permit to allow the construction and establishment of an adult residential care home (group living facility) for up to 16 unrelated adults within the Multiple- Family Residential (RM-1) zoning district. The property is located on the east side of Kapiʻolani Street, approximately 620 feet south from the intersection with Kapiʻolani Street and Ponahawai Street, South Hilo, Hawai‘i, TMK: 2-3-018:072. The Commission took this item up at 9:22 a.m. with 10 people from the public in attendance. (SEE EXHIBIT C) This item ended at 9:35 a.m. 4.APPLICANT: DAVID JAMES & MARIE GAIL RIECK REVOCABLE TRUST (SPP 15-181) Application for a Special Permit to establish a daytime group child care home and school within a portion of an existing 4-bedroom dwelling located on one acre of land situated within the State Land Use Agricultural District. The property is located on the east (makai) th side of Lai (15) Avenue, approximately 1,200 feet from its intersection with Maku‘u Drive within the Hawaiian Paradise Park Subdivision, Puna, Hawai‘i, TMK: 1-5-026:281. At 9:35 a.m., Chairman Miyasato announced that this application had been withdrawn by the Applicant. MINUTES – The Commission took this item up at 9:35 a.m. Approval of Minutes of the September 3, 2015 meeting – It was moved by Commissioner Moses and seconded by Commissioner Ikeda that the minutes of September 3, 2015, be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE MATTERS/ANNOUNCEMENTS - The Commission took up the following at 9:35 a.m. 1.Status of applications heard by Windward Planning Commission that are pending before County Council. Mr. Arai informed the Commission that the Glory Nani Mau application \[amendment to Change of Zone Ordinance No. 08-72, REZ 792\] had passed the Planning Committee level with a favorable recommendation and will be heard before the full County Council. Page 2 of 3 Windward Planning Commission October 1, 2015 Minutes th Mr. Arai stated that the Commission’s next meeting will be on November 5, and there were tentatively eight items on the agenda. ADJOURNMENT – There being no further business, it was moved by Commissioner Ikeda and seconded by Commissioner Moses that the meeting be adjourned. Motion was unanimously carried by a voice vote of all Commissioners in attendance. Chairman Miyasato adjourned the meeting at 9:38 a.m. Respectfully submitted, Sarah Y.
