ADJOURN-NEXT MEETING SUB-COMMITTEE MEETING AUGUST 3, 2015-5PM TO 7PM, SPENCER PARK PAVILLION SOUTH KOHALA CDP KAWAIHAE SUB-COMMITTEE JULY 6, 2015 5PM-6PM SPENCER PARK PAVILION Meeting called at 5:20PM. Three present. No speakers. Request by group to make earlier meeting announcements; in newspapers. Follow up on old business: 1. a) “Unmarked” burial at Kawaihae Road and Queen Ka’ahumanu Highway intersection not getting attention at Hawaii Island Burial Council (HIBC). (Per CDP-Chapter 6, Policy 1.) Request to be included on HIBC agenda being denied. Request to be a Recognized Cultural Descendant and avoid burial becoming “Inadvertent Discovery”. Request that HIBC, State D.O.T. and Queen Emma Land Trust recognize need for restroom facility if off-street parking and camping allowed so close to burial. Also, mitigation include signage and fencing with buffer space. Jojo has submitted application to Governor to be a member of the HIBC. b) Jojo met with Queen Emma Land Manager to request that a Burial Treatment Plan (BTP) be created. c) No EIS was created by State DOT for constructing the proposed right-lane connector to Queen Ka’ahumanu Highway. Disputed report of buffer space measurement. d) Next HIBC meeting on July 16 in West Hawaii. (7/10/15-HIBC meeting cancelled for July, Jojo will be included in August agenda per Hinano Rodrigues-SHPD) 2. General Plan Discussion. (Hawaii County Code-Chapter 16, CDP- Strategy 1.6.) a) Noted there is no mapping or designation of Ala Kahakai and Shoreline Management Area (SMA) between Spencer Park going north to Kaiholena in north Kohala. There are inventory listings between Kaiholena going north to and Upolu Point; and Spencer Park going south to Ana’eho’omalu. Discussion included old maps of jeep roads; but these are not listed in the Historic Preservation Inventory. Recognizing trails is an on-going incomplete program. b) There was discussion regarding Puako Community, as example, proposing moving the historic shoreline trails to the Puako Road. This action would block access to shoreline fishermen in the future. Reason is ocean level is rising; but marine levels would affect land and homes as well. Other example, Ali’i Drive in Kona. c) Also, discussion on County Council approval to turn over Old Puako Road at Hapuna to the State DLNR-Parks and Recreation Division. These changes may affect cultural shoreline fishing access in the future due to climate changes and sea level rising. This discussion is a continuation 2012 CDP Committee meetings. d) There was discussion on septic systems being affected in Puako subdivision by climate changes and sea levels rising. Some systems would be floating or need to be installed above ground. Puako Community has been denied access to the Mauna Lani Waste Treatment System and nocommitment Puako1010 Project because sewage would need to be pumped uphill. The community has been working to address this issue since 2010. e) Discussion on new rules regarding exemptions to the Environmental Rules. 2. General Plan Discussion. (Hawaii County Code-Chapter 16, CDP- Strategy 1.6.) f) Chapter 2.5.4: Water Resources 1) Changes to water uses for golf courses and large land scaping (including luxury homes) should 2. Address homeles spopulation in Kawaihae. encourage housing for all socio economic levels including for low and moderate income “gap groups” h) Support Chapter 2.6: Infrastructure and public facilities. Support all energy public facilities that does not affect viewplanes (page44-…There is also a concern that utility lines block scenic viewplanes. Develop and establish viewplane regulations to preserve and enhance view (Natural Beauty Policies-page D-3 1) More wastewater facilities for irrigation and energy needs.
