NO. 121 S.D. 1 SENATE RESOLUTION ENCOURAGING THE OFFICE OF PLANNING, LAND USE COMMISSION, HAWAII COMMUNITY DEVELOPMENT AUTHORITY, HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION, AND COUNTY PLANNING DEPARTMENTS TO ADOPT AND IMPLEMENT RECOMMENDATIONS HIGHLIGHTED IN THE BUILDING HEALTHY PLACES TOOLKIT REPORT BY THE URBAN LAND INSTITUTE, OR SIMILAR POLICIES THAT PROVIDE A COMPREHENSIVE APPROACH TO LAND USE AND DEVELOPMENT THAT STRENGTHEN COMMUNITY HEALTH AND SMART GROWTH PRINCIPLES . 1 WHEREAS, many communities and countries are facing 2 troubling health trends; and 3 4 WHEREAS, by 2030, chronic diseases will cause 52, 000, 000 5 global deaths per year, nearly five times the number of deaths 6 from communicable diseases; and 7 8 WHEREAS, according to the Hawaii State Plan on Aging, in 9 2030, 29. 7 percent of the total population will be comprised of 10 individuals 65 years of age and older; and 11 12 WHEREAS, physical activity, access to healthy food and 13 drinking water, and exposure to a healthy environment with a 14 high degree of social interaction are three components that will 15 prolong life expectancy and assure a better quality of life; and 16 17 WHEREAS, incorporating a mix of land uses, designing well- 18 connected street networks at the human scale, providing 19 sidewalks and enticing pedestrian-oriented streetscapes, 20 providing infrastructure to support biking, designing visible 21 and enticing stairs to encourage frequent use, installing stair 22 prompts and signage, providing high-quality spaces for multi- 23 generational play and recreation, and building play spaces for 24 children are qualities that promote physical activity; and 25 26 WHEREAS, accommodating a grocery store, hosting a farmers 27 market, promoting healthy-food retail, and supporting on-site 2015-2301 SR121 SD1 SMA.doc 01111 ENNYIIIIINIIIIIIIII1111IIIIIUIIIIIIIIIIIIIII NEII III Page3 S. NO. 121 S.D. 1 1 comprehensive approach to land use and development that 2 strengthen community health and smart growth principles; and 3 4 BE IT FURTHER RESOLVED that the Office of Planning, Land 5 Use Commission, Hawaii Community Development Authority, Hawaii 6 Housing Finance and Development Corporation, and county planning 7 departments are encouraged to seek public and professional input 8 and consult and collaborate with stakeholders most affected by 9 the Urban Land Institute 's Building Healthy Places Toolkit 10 report; and 11 12 BE IT FURTHER RESOLVED that certified copies of this 13 Resolution be transmitted to the Director of the Office of 14 Planning, Chairperson of the Land Use Commission, Chairperson of 15 the Hawaii Community Development Authority, Executive Director 16 of the Hawaii Housing Finance and Development Corporation, 17 Director of the Planning Department for Hawaii County, Director 18 of the Department of Planning for Maui County, Director of the 19 Department of Planning and Permitting for the City and County of 20 Honolulu, and Director of the Department of Planning for Kauai 21 County. 22 I hereby certify that this is a full,true, and correct copy of the original filed in this office.
