EXECUTIVE SESSION (Closed to the public.)
The commission will meet in executive session to consult with Corporation Counsel on
questions and issues pertaining to the commission's powers, duties, privileges,
immunities, and liabilities; to consider discipline and charges against officers or
employees of the Hawai'i Police Department; to consider sensitive matters relating to
public safety; and to work on the annual evaluation of the Police Chief pursuant to HRS
92-5 (a) (2) (4) (6) and the Hawai'i County Charter Section 13-20 (b).

Patrick Kihara in CV No. 15-1-0266.
• Consideration of complaint received after 90 -day filing deadline (briefly summarized)
✓ Complaint HPC 15-35: Reason for late filing — no request or reason.
• Investigation and deliberation of complaints (briefly summarized)
✓ Complaint HPC 15-19: Complainant alleged racism and unprofessionalism by
responding officers.
✓ Complaint HPC 15-20: Complainant alleged that an officer drove recklessly
during her traffic stop.
✓ Complaint HPC 15-23: Complainant alleged that officers used excessive force
and falsely detained her.
✓ Complaint HPC 15-24: Complainant complained about procedures following his
arrest, and that an officer would not give him the police report.
✓ Complaint HPC 15-29: Complainant alleged that an officer used excessive
force.
✓ Complaint HPC 15-30: Complainant alleged that officers used excessive force.
✓ Complaint HPC 15-31: Complainant complained that his request for a
concealed carry permit was denied.

officer conducted an investigation.

✓ Complaint HPC 15-39: Complainant alleged that nothing is being done about
his assault.
✓ HPC 15-40: Complainant alleged that an officer speaking to him was
harassment and that another officer lied to him.
✓ HPC 15-41: Complainant alleged that an officer was rude and unprofessional.
✓ HPC 15-42: Complainant alleged that an officer did not log down that his lost
wallet was turned in and no one called him about it.
✓ HPC 15-45: Complainant alleged that an officer did not take his report of a
neighbor's bad driving.
✓ HPC 15-46: Complainant alleged that officers didn't do anything about his
complaint of a neighbor's bad driving, and a ranking officer did not call back.
• Status report of referred and internal complaints.
• The commission will work on the annual evaluation of Police Chief Harry Kubojiri.
