HomeMy WebLinkAbout2015-11-05 Windward Planning Commission Minutes WINDWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES NOVEMBER 5, 2015 The Windward Planning Commission met in regular session at 9:01 a.m. in the County of Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman Myles Miyasato presiding. COMMISSIONERS PRESENT: Myles Miyasato, Donn Dela Cruz, Charles Heaukulani (from 9:01 a.m. to 9:37 a.m. and 10:35 a.m. to 11:38 a.m.), Gregory Henkel, Donald Ikeda, and Raylene Moses. ALSO PRESENT: Duane Kanuha (Planning Director) (from 9:01 a.m. to 9:15 a.m. and 9:40 a.m. to 11:38 a.m.), Bobby Command (Deputy Planning Director (from 9:15 a.m. to 9:32 a.m.), Danny Patel (Deputy Corporation Counsel for the Windward Planning Commission), Amy Self (Deputy Corporation Counsel for the Planning Director) (from 9:27 a.m. to 11:05 a.m.), Kelly Gomes (representing the Department of Public Works) (from 9:39 a.m. to 10:48 a.m.), Daryn Arai (Planning Program Manager), Jeff Darrow (Staff Planner), Lucas Mead (Staff Planner), Maija Jackson (Staff Planner) (left at 9:51 a.m.), Christian Kay (Staff Planner), and Sarah Hata-Finley (Commission Secretary). A quorum was present. Chairman Miyasato introduced Windward Planning Commissioners and staff to members of the public, and went over the procedures for public testimony. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. 1.APPLICANT: BRAD McCLARY (REZ 15-193) Application for a Change of Zone from Agricultural- 3 acres (A-3a) to Residential and Agricultural- 1 acre (RA-1a) for 2.73 acres of land. The property is located along the south side of Makalika Street, approximately 900 feet west of the Awa Street–Makalika Street intersection, Pana‘ewa House Lots, South Hilo, Hawai‘i, TMK: 2-2-052:027. The Commission took this item up at 9:02 a.m. with 16 people from the public in attendance. (SEE EXHIBIT A) This item ended at 9:11 a.m. 2. APPLICANT: MILO STREET VENTURES, INC. (REVOKE SPP 671) Request for the revocation of Special Permit No. 671, originally approved by the Planning Commission on August 15, 1988 and issued to Hawai‘i Anthurium Growers Cooperative to allow for the establishment of a processing and packing facility for anthuriums and other flowers and foliage on 2.082 acres of land situated within the State Land Use Agricultural Page 1 of 4 Windward Planning Commission November 5, 2015 Minutes District. The property is located on the south side of Milo Street, approximately 500 feet east of the Milo Street–Kea‘au Bypass intersection, Kea‘au, Puna, Hawai‘i, TMK: 1-6- 152:020 (formerly TMK: 1-6-003:021). The Commission took this item up at 9:11 a.m. with 22 people from the public in attendance. (SEE EXHIBIT B) This item ended at 9:15 a.m. 3.APPLICANTS: MINORU JR. & KATHERINE TAKEHIRO (SLU15-043/REZ15-194) Applications for a State Land Use Boundary Amendment from an Agricultural to an Urban district and a Change of Zone from an Agricultural-3 acre (A-3a) to Residential and Agricultural-.5 acre (RA-.5a) zoning district for approximately 2.666 acres of land. The property is located on the southwest corner of the Mamaki Street-Awa Street intersection, nd Panaʻewa House Lots 2 Series, Waiākea, South Hilo, Hawaiʻi, TMK: 2-2-056:002. The Commission took this item up at 9:15 a.m. with 22 people from the public in attendance. (SEE EXHIBIT C) This item ended at 9:32 a.m. Chairman Miyasato called a recess at 9:32 a.m., and the meeting was reconvened at 9:40 a.m. 4.APPLICANT: HAWAI‘I VISION SPECIALISTS (USE 15-054) Application for a Use Permit to establish and operate a medical office, clinic and related facilities on approximately 1.5 acres of land situated within the County’s Single-Family Residential-7,500 square feet (RS-7.5) and Multiple Family Residential–1,000 square feet (RM-1) zoning districts. The project site is located at the intersection of Kapi‘olani Street st and Hualālai Street to the west (mauka) of the Hilo Police Station, Kukua‘u 1, South Hilo, Hawai‘i, TMK: 2-4-025:049. The Commission took this item up at 9:40 a.m. with 17 people from the public in attendance. (SEE EXHIBIT D) This item ended at 9:51 a.m. 5.APPLICANT: CELLCO PARTNERSHIP DBA VERIZON WIRELESS (USE 15-055) Application for a Use Permit to allow the construction of a new telecommunication facility, including a 185-foot tall steel monopole with 8-foot tall panel antennas and related facilities within a 1,600 square-foot portion of a 17.824-acre parcel situated in the County’s Agricultural 5-acre (A-5a) zoning district. The property is located on the south side of Komo Street, across from the Ka‘awale Boulevard–Komo Street junction, ʻŌlaʻa Reservation Lots, Puna, Hawai‘i, TMK: 1-8-007:Por. of 045. At 10:11 a.m., it was moved by Commissioner Moses and seconded by Commissioner Dela Cruz that the Commission go into executive session to consult with its attorney regarding questions and issues pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities, pursuant to Hawai‘i Revised Statutes Sections 92-4 and 92-5. A voice vote was taken of all Commissioners present, and motion carried with five aye votes. At 10:15 a.m., the Commission went into executive session. At 10:21 a.m., it was moved by Commissioner Moses and seconded by Commissioner Dela Cruz that the Commission go out of executive session. A voice vote was taken of all Commissioners present, and motion carried with five aye votes. The hearing reconvened for regular session at 10:23 a.m. (SEE EXHIBIT E) This item ended at 10:48 a.m. 6.APPLICANT: CELLCO PARTNERSHIP DBA VERIZON WIRELESS (USE 15-056) Application for a Use Permit to allow the construction of a new telecommunication facility, including a 150-foot tall steel monopole with 8-foot tall panel antennas and related facilities within a 1,600 square-foot portion of a 2-acre parcel situated in the County’s Agricultural 1- nd acre (A-1a) zoning district. The property is located on the northeast side of 32 Avenue nd approximately 2,160 feet southeast of the Paradise Drive–32 Avenue intersection, Hawaiian Paradise Park Subdivision, Kea‘au, Puna, Hawai‘i, TMK: 1-5-017:Por. of 118. The Commission took this item up at 10:48 a.m. with 12 people from the public in attendance. (SEE EXHIBIT F) This item ended at 11:05 a.m. 7.APPLICANT: THERESA SOMMER (SPP 15-183) Application for a Special Permit to allow the establishment of a 3-bedroom bed and breakfast operation within an existing dwelling, which includes two detached bedrooms, on 5 acres of land within the State Land Use Agricultural District. The property is located along the east side of Kawailehua Road (Road E) approximately 250 feet south of the Kawailehua Road (Road E)–Olomea Road intersection, Volcano Cymbidium Acres Subdivision, ʻŌlaʻa, Hawaiʽi, TMK: 1-9-019:034. The Commission took this item up at 11:05 a.m. with 11 people from the public in attendance. The project site is located to the south of the Hilo Sanitary Landfill and adjacent to the southeast of existing quarries within the district of Waiākea, South Hilo, Hawai'i, TMK: 2-1-013:Por. 148. The Commission took this item up at 11:25 a.m. with 6 people from the public in attendance. (SEE EXHIBIT H) This item ended at 11:36 a.m. MINUTES – The Commission took this item up at 11:37 a.m. Approval of Minutes of the October 1, 2015 meeting – It was moved by Commissioner Moses and seconded by Commissioner Ikeda that the minutes of October 1, 2015, be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE MATTERS/ANNOUNCEMENTS - The Commission took up the following at 11:37 a.m. 1.Status of applications heard by Windward Planning Commission that are pending before County Council. - There was no report. Mr. Arai informed the Commission that they tentatively have seven items scheduled on their rd December 3 agenda, including the Arrow of Oregon \[SPP 09-076\] and David and Laura Rodrigues \[SPP 15-178\] applications. ADJOURNMENT – There being no further business, it was moved by Commissioner Moses and seconded by Commissioner Ikeda that the meeting be adjourned.
