MEETING MINUTES
Friday, October 9, 2015, 9:30 a.m.

CALL TO ORDER
Chair Farrah -Marie Gomes called the meeting to order at 9:43a.m.

APPROVAL OF MINUTES
A. The minutes of August 7, 2015 were approved as submitted.
V. TREASURER'S REPORT
A. Fiscal year reports for August 2015 and September 2015 were submitted
to CSW for review.
B. Mele received email from Nicole Leslie requesting 2016-2017 budget.
Next year CSW will get $8085. Mele summarized proposed budget for
fiscal year 2016-2017 using base allocation of $8085. CSW discussed
and categorized how monies will be spent for 2016-2017 fiscal year.
C. National Association of Commissions on Women (NACW) convention will
be held July 2016 in Honolulu. CSW will consider this expense into budget
for 2016-2017. Cyd will report to CSW any financial assistance from State
CSW toward National convention.
Hawai'i County is an Equal Opportunity Provider and Employer
D. Jewel moved to approve Treasurer's August 2015 and September 2015
reports. Lee -Ann seconded. Treasurer's reports and fiscal year 2016-
2017 budget were approved.
Action: Mele to check on whether anticipated July 2016 convention expenses
should be budgeted in 2015-2016 or 2016-2017.

VIII. REPORTS
A. Hawaii State CSW Liaison
• None from Cyd, CSW State Liaison.
B. Elimination of all forms of discrimination
• Mele attended 2015 CEDAW Women's Human Rights Award
Luncheon sponsored by the Friends of the San Francisco
Commission on Status of Women in San Francisco. In 1976, this
non-profit was set-up to fund things the committee was to do over
and beyond governmental funding. Exciting things are being
done in San Francisco. Anything the Mayor and city doesn't fund,
the Friends Non -Profit picks up and carries out events. Many
different projects are going on that support the city's efforts to
eliminate discrimination.
IX. PROJECTS
A. Teen Dating Violence
• Website update
1. Mele connected with Dr. Jill Murray regarding video for message
from CSW. All schools that previously worked with Dr. Jill
Murray has Dr. Murray's books in school in library and books
available for use by student body.
2. Mele made pdf of cell phone cards for ease of printing.
3. DVD's were distributed to YWCA and CSW has all credits for
acknowledgement.
4. Urgent Services can also be placed onto website. Completing
website will ultimately make it easer for public to access and
view important information.
Deb and Jewel introduced idea for CSW to invite Dr. Murray and
to add key chains or another cost effective items with a message
"love shouldn't hurt".
Action: Mele to send website rough cut to CSW for review.
Action: Farrah to send pdf of Urgent Services to Mele.

Action: Farrah will discuss with County of Hawaii IT to add urgent services
directory under fact sheet, minutes, and membership list on County page.
Action: Deb and Jewel will research cost of items that is cost efficient and will
maximize message that can be sent in a strategic fashion covering all quadrants
of Hawaii Island.
Action: Farrah to request a copy of Dr. Murray's contract from Roxanne and will
send a copy of the contract to Jewel for review.
B. Real Women Essay Contest
• Committee had initial meeting. Competition packets were finalized
and mailed out to schools as of 10/1. Farrah placed follow up
emails to Paauilo and Honokaa schools. Competition packet
comprised of 4 pages: 1) administrator page, 2) teacher page, 3)
student page, 4) entry form.
• All competition packets must be postmarked by the deadline of
December 21, 2015 allowing teachers enough time to organize
their plan for returning packets near winter intercession.
• Project Plan Framework for Real Women Essay was presented to
CSW; a discussion on human resources necessary to support and
complete the Real Women Essay will be explored.
• Final budget numbers were approved for Real Women Essay
contest 2016.
Action: Farrah will email Project Plan to Roxanne to disseminate to CSW
members.
C. Hawaii Island Women's Leadership Summit
• Friends of Future agreed to be fiscal sponsor so events planned for
forum will no longer go through state processes. Grant for Women's
Fund Hawaii was submitted to help promote awareness of forum
and what it does. December 2015 is when award announcement is
expected. Brooke, Mele, and Farrah are currently on committee,
committee can hold up to 4 members.
• Jessie expressed interest on being on this committee.
Action: Women's Leadership Summit will be kept on agenda. Add agenda item
to create committee at next meeting.
D. CSW Brochure
• Brooke sent files to Farrah, which will allow for edits to be made.
• CSW will need to finalize and add new members by November
2015, allowing CSW enough time to work collaboratively on
finalizing brochure for distribution in January 2016.
Action: Brochure will remain on agenda for future meetings so CSW can
participate in editing, correcting, and finalizing brochure layout.

E. Cell Phone Safety Cards
• Lee -Ann delivered more cards to West Hawaii Community Health
Center and connected with 3 health teachers at Konawaena High
School to discuss speaking with each of their classes.
• Debra distributed cards to her students; approximately 90
students at Waimea and Honokaa schools.
F. 2015-2016 Projects
• Urgent Services Directories have been successfully distributed by
CSW members. We will need to update in the spring.
• Equal Pay campaign discussion focused on revisiting the
importance of media to send CSW's message and reach the
maximum amount of individuals island wide. Radio ads have
been successful in the past and it has been approximately 2 years
since CSW utilized this form of media to spread the Equal Pay
message.
• Equal pay month is April each year. Equal pay day is determined
annually based on the number of additional days into the next
year that a woman has to work to earn equivalent salary to what a
male counterpart earned the previous calendar year. CSW will
consider partnering with other agencies (Zonta, AAUW, HIWLF)
for future projects on this issue.
Action: Farrah to put together shell for plan and check in with Jessie and Brooke
for input. Equal Pay will be kept on agenda for future meeting.
X. OLD BUSINESS
A. By -Laws
• Hazel worked on by-laws and added line for county clerk signature.
• A note from Hazel was delivered which confirmed that by-laws were
routed to Lee Lord in September.
B. Support for CSW
• Operational Guidelines were created for CSW and copies were
distributed CSW members in attendance for review.
• Guidelines highlighted the reports required by CSW; annual plan at
each fiscal year and annual report at end of year, monthly treasurer
report, and annual project report by each subcommittee.
Action: Farrah to check on status of by-laws.
Action: Operational guidelines will be kept on agenda for future review and
discussion.
Action: Farrah will email Hazel for final version of by-laws and Farrah will forward
a pdf copy to each CSW member.
Action: Renee to research CSW membership issue and report at future meeting.
Action: Renee and Farrah will meet with prosecuting attorney's office to discuss
CSW support.

XI. NEW BUSINESS
A. Sunshine Law Training — Renee Schoen
• Tabled until next meeting due to low attendance.
B. Convention on the Elimination of All Forms of Discrimination Against
Women (CEDAW)
• Farrah provided update of Honolulu CEDAW bill that passed
second meeting; passed with 9 Yes and 0 No votes. CSW
members are encouraged to watch closely and to connect with
Hawaii County Council members if this is something the CSW is
interested in pursuing on this island.
• CSW members encouraged to search City & County of Honolulu
bill #65 to review current status and view all individuals who
provided testimony in favor of Bill #65.
Action: Farrah to pdf bill #65 to CSW for review and vote next month to take bill to
Hawaii County Council.
C. Domestic Violence Awareness Peace Walk & Vigil
• Kona peace walk and vigil will be held in Lanihau Center,
Friday, October 23 from 4pm-7pm. Hilo peace walk and vigil to
be held at Aupuni Center from 4pm-6pm on October 30.
• Due to the short timeline, if any CSW member wants a booth at
future events, contact the coordinator directly and send an open
invitation to all other CSW members.
• In future years, the CSW may want to participate in the
Veteran's Day parade. Timeline too short for this year.
• CSW has an opportunity to collaborate with Zonta and join
efforts as CSW plans to participate in next year's Zonta event
establishing a stronger presence of support and participation.
Action: Add agenda item to create a calendar to start tracking next year's events
that CSW is considering participating in.
Action: Add Hawaii Island Rural Health Association 15th Annual General
Membership Meeting to next month's agenda.
XII. ANNOUNCEMENTS (relating to CSW)
A. Congratulations to Mele who was elected District 9 Zonta International
Governor for the 2016-2018 term. As Zonta Governor, Mele will serve as
one of 31 Governors worldwide in the honorable leadership role.
B. Next Meeting will occur on November 20, 2015 via video conference.
XIII. ADJOURNMENT
Lee -Ann moved to adjourn the meeting, Jewel seconded. Meeting was
adjourned at 12:18p.m.
