UNFINISHED BUSINESS 1.Request for legal opinion on KCDP (see 11/18/15 minutes lines 96-104) Request has been forwarded to Corporation Counsel. Deputy Planning Director will provide discussion. 2.County of Hawaii Website has been updated for minutes and agendas of the KCDP. 3.Discussion on Robert’s Rules and how the KCDP agenda needs to follow it. www.cohplanningdept.com Hawai`i County is an Equal Opportunity Provider and Employer planning@co.hawaii.hi.us KONA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE: COUNTY OF HAWAI’I AGENDA 01/27/16 PRESENTATIONS TO ACTION COMMITTEE NONE BUSINESS OF COMMITTEE: ITEMS FOR DISCUSSION AND ACTION 1.Request that the Planning Department submit two 2015-2016 CIP projects: a.Fund and hire a planner position with long range planning and redevelopment experience to prepare the Redevelopment Plan for Kailua Village and surrounding land on the north/east (Kona CDP Policy Action LU 2.3b: Initiate redevelopment plan for Kailua Village). b.Fund the preparation of the planning/design environmental documents for the third phase of Ane Keohokalole highway between Hina Lani Street and Kaiminani Drive (Kona CDP Policy TRAN 6.2: Prioritized Road Improvements). 4. Election of officers for 2016 SUBCOMMITTEE REPORTS: Action Committee will review the sub-committee reports, recommended motions and discussion items to place on the next meeting agenda for action. 1.Report and discussion from the Open Space Adhoc Subcommittee. 2.Report and discussion from the Adhoc Subcommittee that was formed at the August meeting to review, consider, and recommend next steps on implementing the Kona Community Development Plan. STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON THE AGENDA ANNOUNCEMENTS · ADJOURNMENT 2 KONA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE: COUNTY OF HAWAI’I AGENDA 01/27/16 The purpose of the public hearings is to afford all interested persons a reasonable opportunity to Notice: be heard on the above items. According to the Operating Guidelines of the Kona Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is on her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the hearing date to allow for mailing and thorough Committee review. If you are a lobbyist, you must register with the Hawaii County Clerk within five working days (prior to meeting date) of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means “any individual engaged for pay or other consideration who spend more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” {Article 15, Section 2-91.3(a) (6), Hawaii County Code}. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no later than five (5) working days prior to the meeting date, to arrange for accommodations. “Other reasonable modification” refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged Duane Kanuha PLANNING DIRECTOR 3
