Meeting — January 26, 2016, Keaau Community Center

MINUTES
Call to Order: 2:02 p.m.
Call for Approval of Minutes as Circulated (December 22, 2015) — Approved as amended
Present: Patti Pinto, Farris Etterlee, Jon Olson, Russell Jones, Marlene Hapai
Old Business:
• Update on Ad hoc Committee initiated by Gregor Ilagan
Connectivity Location Site Visits — Friday October 30, 2015
Report regarding proposed Connectivity Locations TMK's and other
supporting information to acquire connections
Continue discussion to present at Ad hoc committee meeting on
Connectivity, January 27, 2016, 10:00 a.m. County Council Chambers,
Hilo, HI
Patti Pinto presented a slide show she created on Upper Puna Connectivity
which summarizes the findings from the October 30, 2015 CL site visit, the
research she and Farris Etterlee and staff conducted and input from CERS
members and meetings. Information, maps and overhead Google map images
were presented for the following recommended CL's:
• Kaleponi Drive to Punahele Ave.
• Punahele Ave. to Apele Rd.
• Waimaka O Pele Rd. to Orchid St.
• Orchid St. to Uhini Ana Rd.
• Pulelehua Rd. to 40th Ave.
• South Lauko Rd. to Highway 11
• South Oshiro Rd. to Highway 11
Marlene Hapai added the following for consideration:
1) For the Orchid St. to Uhini Ana Rd (Hawaiian Acres Rd. 1), agree to
improve Rd. I to provide an exit from HA to South Kulani Rd for
emergency purposes and as a detour from S Glenwood to Kaleponi to
Uhini Ana to S Kulani to Highway 11. Recent traffic accidents which
have closed Highway 11 for up to 5 hours show the need for detours.Rd. 1
is also used for school busing services and is difficult to maneuver.
Improvements would increase school attendance.
2) Pulelehua Rd. (HA Rd. 11) As the proposed Rd. I I to Pohaku Dr. CL is in
a flood zone and thus not usable during floods, an alternate to consider
would be the intersection of Alula and Pulelehua connecting to 40th. This
midway exit /entrance between Pohaku Drive and Orchidland Drive
provides travel for both of these roadways connecting to Highway 130.

3) Consider improvement of Kioele Rd. or Alula Rd., both connecting Rd. 1
to Rd. 11 across HA as a means of completing connections from Volcano
to Keaau within subdivisions, but would need permission of HA.
Patti Pinto suggested that all subdivisions that have CL's have paved
roads. CLs to remain staggered. About $20 million would establish this
connection through subdivisions from Volcano to Keaau.
Marlene Hapai recommended Federal monies be secured to pay for
Highway 11 improvements, considering the greatest amount of traffic is
from visitors to the HVNP (3.5 million per year) and state and county
monies be used for upgrading subdivision infrastructure.
Jon Olson added to remember alternative recommendations provided
should those being looked at are not viable.
• Update on meeting schedule with the following to gain support for
connectivity implementation:
• Representative Gabbard
• Senator Schatz
o Senator Lorraine Inouye, State Senate Transportation Chair
Congressional Senators and Representatives and State Senators and
Representatives will be further informed on results of Ad hoc Committee
on Connectivity to enable them to help fund and implement
recommendations
New Business:
• Open Discussion on Topics of Concern to CERS members and others in
attendance
