PUNA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE
DATE: Tuesday, February 9, 2016

ADDITIONS TO THE AGENDA:
ANNOUNCEMENTS:
PUBLIC TESTIMONY ON AGENDA ITEMS:
Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are asked to
submit a completed request form to the Puna CDP project manager prior to the completion of each public
testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item
during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item,
subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on November 10, 2015.
NEW BUSINESS:

1. Public Access, Open Space & Natural Resources Preservation Commission (PONC):
Representatives from PONC shall provide the Action Committee with a brief presentation
about the Commission and nomination of properties by the public for 2016. The AC will form
a subcommittee to recommend Puna properties for nomination to PONC. (20 min)
2. Communication No. 2016 -1, 2016 -2, & 2016 -3: Connectivity and Emergency Response
Subcommittee (CERS): Members of the subcommittee will inform the AC on their recent
activities. The subcommittee minutes consists of general subcommittee topics including the
following:
- Update on Ad hoc Committee pertaining to Connectivity Locations
- Discussion on need to inform additional legislators
- Discussion on Resolution 351 -15 - providing right and left turn lanes from Highway 11
into Hawaiian Acres and from Hawaiian Acres to Highway 11
- Discussion on upper Puna connectivity locations
- Additional connectivity locations as proposed by subcommittee members (10 min)
3. Volcano Long Range Plan Subcommittee (VLRPS): Members of the subcommittee will
inform the AC on their recent activities. (10 min)

4. Communication No. 2016 -5 & 2016 -6: Pahoa Regional Town Center Plan Subcommittee
(PRTCPS): Members of the subcommittee will inform the AC on their recent activities. The
subcommittee minutes consists of general subcommittee topics including the following:
- Discussion on the Bryson Project
Update on the Design Review Committee
Update on the acquisition of land for a public parking lot
Discussion on improving Post Office Road (10 min)
5. Mass Transit Subcommittee (MTS): Members of the subcommittee will inform the AC on
their recent activities. (10 min)
6. Town Hall Subcommittee: Members of the subcommittee will inform the AC on their recent
activities. (15 min)
7. Budget Subcommittee: The AC will absolve the 2016 -2017 FY Budget Subcommittee and
decide on new committee members for the 2017 -2018 FY Budget Subcommittee. (15 min)
8. Discussion on forming a Permit Review Subcommittee: The AC will discuss the need to
form a Permit Review Subcommittee.
9. Approval of 2016 AC meeting schedule: The AC will discuss and approve the 2016 meeting
schedule including venue locations. The AC will also decide on a new meeting date for the
November 2016 meeting since November 8, 2016 is Election Day.

10. Election of Chair and Vice - Chair: The AC will nominate and elect a new Chair and Vice-
Chair to serve during 2016.

11. Communication No. 2016 -4: USDA Cool & Connected Program: The AC will decide
whether to form a subcommittee to investigate and consider the opportunity the program may
provide. (10 min)

AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the March 8, 2016
meeting.

91.3(b), Hawai'i County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action my
communicating or urging others to communicate with public officials." (Article 15, Section 2 — 91.3(a)(6), Hawai'i County Code).
