CALL TO ORDER: The meeting was called to order at 10:00 a.m.

An Area Agency on Aging
APPROVAL OF THE MINUTES OF SEPTEMBER 23,2015: The minutes of
September 23, 2015 meeting was approved. The motion to approve was made by Chris
Ridley and seconded by Judy Bell. The motion passed unanimously.
ELECTION OF A SECRETARY: Committee Secretary remains vacant. Donna Payesko
agreed to serve on an interim basis.
STATEMENTS FROM THE PUBLIC (Agenda Items): There were no public comments.
EXECUTIVE REPORT
Kimo Alameda gave a status update on the adoption of the new Area Plan on Aging,
which included an in-depth point -by -point comparison of the old vs. the new plan. He
outlined the goals of the old plan and if/how those goals were accomplished. There are
several facets of the old plan that are being built into the new plan, and he offered a
comparison as to how the old goals are carrying over to the new plan, and how they are
being improved. Overall the goal is to have benchmarks that measure actual impact/
outcomes in terms of improvements in quality of life for seniors. Hawaii County Office of
Aging (HCOA) is aiming for something more meaningful than 'outputs" and is interested in
actual outcomes. The Plan is in final stages of review with the State and should be
available by the next meeting.
Discussion with guests from the State Executive Office of Aging (EOA): We were very
happy that the Executive on Aging made it a priority to come to this meeting to follow up on
our discussions in September. The two big issues were:
A. CONSOLIDATION OF HAWAII COUNTY DATA INTO THE STATE'S DATA SYSTEM
► The working relationship between EOA and HCOA has been "awesome"! Terri said
she has noticed a big change, and is optimistic that the future is bright. Both EOA and
HCOA are pleased with the partnership, and the obstacles have been overcome.
Statewide data must be available to support funding, and it was necessary to resolve
the issues and to bring all the Aging and Disability Resource Center (ADRCs) into one
system.
► Jim Cisler began a discussion about how we can improve in getting information out to
the public? How can we better market the ADRC and all it has to offer? Several ideas
were raised: going to community -sponsored health fairs; ensuring language access,
word of mouth - information from trusted local people who are "neutral" not paid staff -
that includes us, the Advisory Committee members! Kimo noted that marketing will be
a specific focus of the new strategic plan, and that the message needs to be culturally
effective as well.
► A big concern was turnaround time for the provision of urgent services. Chris Ridley
said we need to help first, and ask questions later. Tim Kitagawa said that from the
adult protective services point of view, there is a 3 week response time which may be
too late for the person needing help. We need a method of streamlining! Must people
always go through the ADRC? We do not want the data consolidation process or No
Wrong Door to cause increases in wait times.
► Terri was impressed that in Hawaii County, there is community support for the ADRC!
B. "NO WRONG DOOR"
► Terri clarified that funding will go to the EOA, not to the Governor's office.
► Terri is working on establishing staff for the program at EOA, and making sure that the
legislature understands that "No Wrong Door' does not supplant ADRC. The state is
working through the issues putting projects and studies in place to be sure that all
federal money that is available is utilized.
► There were no specific updates on how the Veteran's Administration (VA), the
Department of Human Services - Medicaid, the Department of Health Adult Mental
Health Division, and Department of Health Developmental Disabilities feel about the No
Wrong Door, including funding issues, and the use of standardized forms (they are also
included in this new initiative).
► Debbie Shimizu (state coordinator for the "No Wrong Door" [NWD]) will be invited to
our next meeting. Our concern is that NWD does not hurt our kupuna.
► Susan Akiyama discussed how housing has mandated collaborations with other
agencies; they are required to come together to figure out how to help the unemployed
get back to work, including all the surrounding services necessary; they need a system
for referrals between agencies. They are working on developing a cost sharing model
to allocate funding between agencies, have a common intake form, and are using a
web -based tool called "Resource Match" to make it easy for any agency to find all
programs their client is eligible for. This is a model that might work for NWD.
AGENCY AND DISTRICT REPORTS
► Chris Ridley, Alzheimer's Association announced dates for upcoming meetings in
Kona, Waimea and Hilo
► Tim Kitagawa handed out an updated and thorough Fraud Prevention and Resource
Guide.
No. Tim Kitagawa announced that the new long term care facility, Regency Hilo, is open
with 120 private pay beds.
► There is an advocacy going on for more emergency shelters for displaced/homeless
adults.
► Jim Cisler, PABEA for the legislative update reports that their legislative committee
has issued an advocacy list of priority pieces of legislation. Long term care issues and
advocating for family leave for caregivers are priorities, as well as licensing fees for
care homes and foster facilities.

ADJOUNMENT: The meeting was adjourned at 11:51 a.m. We thanked Terri, Aaron, and
Lori for coming (and bringing delicious bao!): their participation was very helpful and we
are grateful for their cooperation.
