HomeMy WebLinkAbout2016-02-18 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES FEBRUARY 18, 2016 The Leeward Planning Commission met in regular session at 9:30 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Vice Chairman Thomas Whittemore presiding. COMMISSIONERS PRESENT: Thomas Whittemore, Collin Kaholo, Sonny Shimaoka and Keith Unger ABSENT AND EXCUSED: Brandi Beaudet, Scott Church and Barbara Nobriga ALSO PRESENT: Danny Patel (Counsel for the Commission), Bobby Command (Deputy Planning Director), Jeff Darrow (Planner), Christian Kay (Planner) and Noriko Sauer (Commission Secretary) And nine people from the public in attendance. A quorum was present. Vice Chair Whittemore called the meeting to order, and introduced the Commissioners to members of the public. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. NEW BUSINESS 1.APPLICANT: KENNETH K. LEONG TRUST (Amend REZ 909) Request for a 5-year time extension to Condition C (secure Final Subdivision Approval) of Change of Zone Ordinance No. 99-36, which rezoned 4.201 acres of land from an Agricultural-5 acres (A-5a) zoning district to a Family Agricultural-1 acre (FA-1a) zoning district to accommodate a proposed 3-lot subdivision. The subject property is located along the west (makai) side of Māmalahoa Highway, approximately 0.7 miles south of the Māmalahoa Highway-Palani Road intersection at Kealakehe Homesteads First Series, Kealakehe, North Kona, Hawai‘i, TMK: 7-4-004:033. The Commission took up this item at 9:31 a.m. with eight people from the public in attendance. (SEE EXHIBIT A) 2.APPLICANT: STATE DEPARTMENT OF LAND AND NATURAL RESOURCES (SMA 15-062/SSV 15-010) Applications for a Special Management Area (SMA) Use Permit and a Shoreline Setback Variance to allow facility improvements at the Kekaha Kai State Park (Phase II), that will include minor repair and safety improvements to park access roadways and parking, a stairway to replace a dilapidated ramp, new storage and water tank building to provide water for facility cleaning and maintenance, two showers, several new or refurbished accessible picnic tables and BBQ pits, and other miscellaneous features and improvements. These improvements will be focused on a 3-acre 1 portion of the 1,642-acre Kekaha Kai State Park situated at both Manini‘ōwali Beach and Mahai‘ula Beach locations, including improvements within a 0.5-acre area situated within the 40- foot wide shoreline setback area. The affected properties are located makai of the Queen nd Kaʻahumanu Highway and includes the area adjacent to Kua Bay, Manini‘ōwali, Kukio 2 and Mahai‘ula, North Kona, Hawai‘i, TMKs: 7-2-004:003,009,017 & 019; 7-2-005:002,003,007 & 7-3-043:portion of 001. The Commission took up this item at 9:40 a.m. with seven people from the public in attendance. (SEE EXHIBIT B) MINUTES – The Commission took up the following minutes at 10:34 a.m.: December 17, 2015, meeting – It was moved by Commissioner Shimaoka and seconded by Commissioner Kaholo that the minutes be approved as submitted. The motion was unanimously carried by a voice vote. ADMINISTRATIVE MATTERS – The Commission took up the following matters at 10:35 a.m.: 1.Status of applications heard by Leeward Planning Commission that are pending before County Council – No status report was presented. In response to Commissioner Unger’s inquiry about the status of the contested case hearing on the Lalamilo Farm Partners, LP application (Amend SPP 77-20/SPP 378), Mr. Darrow informed the thth Commission that a continued evidentiary hearing was still scheduled for the 9 and the 10 of March, 2016, but that at the same time the parties were working toward a settlement. ANNOUNCEMENTS – Mr. Darrow announced that the next regular meeting was scheduled for March 17, 2016, with tentatively three items on the agenda. Vice Chair Whittemore noted that election of new chairperson and vice chairperson would be held at the next meeting. ADJOURNMENT – There being no further business, at 10:37 a.m., it was moved by Commissioner Shimaoka and seconded by Commissioner Kaholo that the meeting be adjourned.
