subcommittee will be looking at: Water quality and supply; Shoreline
protection; Recycling; Waste water and potential contamination; Alternative
energy supply systems and Natural hazards planning and prevention
Culture, land use, parks and open space
b. – this subcommittee will be
looking at: Protection of natural resources, historical, and cultural sites; Issues
related to impact and rezoning of agricultural land; Open space and parkland
dedication requirements; Impact on sense of place in adjoining community
planning; Population growth and impact on community services and schools;
New construction standards related viewpoints etc.; and Pedestrian and
bicycle pathways
Application Review
c. - Timeliness in reviewing individual project applications
is currently an issue. Propose to have all applications sent to us be reviewed
by a committee member residing in the community in which the project is
located. The community member would have the following options relating to
SKCDPAC review: (1) No comment. (2) Review with recommendation
directly to the SKCDPAC for next scheduled regular meeting, or (3) refer to
appropriate sub-committee or committees for detailed review. Regarding
alternative 3, the community representative would be part of the sub-
committee discussion. A sub-committee report will be required in a timely
manner to allow adequate review by other members. Note: There will also be
an option for any SKCDPAC member to request sub-committee
review. Direct referrals by others to the SKCDPAC, however, need to be
coordinated with designated members in respective communities.
d. The Action Committee will also discuss the makeup of the existing liaison
groups and subcommittees and make adjustments as needed.

Notice:
The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard
on the above items. According to the Operating Guidelines of the Kona Community Development Plan
Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and
whether the testimony is on her/his behalf or as a representative of an organization or individual. Written
testimony shall be submitted with an original and nine copies prior to testifying. The Committee would
appreciate timely submittal to the Planning Department at least one week prior to the hearing date to
allow for mailing and thorough Committee review.
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a
lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means “any individual engaged
for pay or other consideration who spend more than five hours in any month or $275 in any six-month
period for the purpose of attempting to influence legislative or administrative action by communicating or
urging others to communicate with public officials.” {Article 15, Section 2-91.3(a) (6), Hawaii County
Code}.
Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation
to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no
later than five (5) working days prior to the meeting date, to arrange for accommodations. “Other
reasonable modification” refers to communication methods or devices for people with disabilities who are
mentally and/or physically challenged
