Resources Preservation Commission(PONC) will provide the Action Committee with a brief presentation about the Commission and nomination of properties by the public for 2015 ADMINISTRATIVE MATTERS Minutes of the Meeting of February 22, 2016 2. Approval of Addendum and/or Supplemental Agenda (requires six (6) votes, and 3. must comply with HRS § 92-7(d)) BUSINESS OF COMMITTEE Reports. 1.Action Committee will review submitted reports and recommended motions and discussion items to place on the next meeting agenda for action. a. Liaison Reports 1. South Kohala Traffic Safety Committee – Jojo Tanimoto Joel Cohen will lead discussion with the Action Committee – He will submit 2. a motion for consideration for the Action Committee to create three (3) new subcommittees Hawai`i County is an Equal Opportunity Provider and Employer www.cohplanningdept.com planning@co.hawaii.hi.us Public Utilities, Environmental Impact, and Shoreline Protection a. – this subcommittee will be looking at: Water quality and supply; Shoreline protection; Recycling; Waste water and potential contamination; Alternative energy supply systems and Natural hazards planning and prevention Culture, land use, parks and open space b. – this subcommittee will be looking at: Protection of natural resources, historical, and cultural sites; Issues related to impact and rezoning of agricultural land; Open space and parkland dedication requirements; Impact on sense of place in adjoining community planning; Population growth and impact on community services and schools; New construction standards related viewpoints etc.; and Pedestrian and bicycle pathways Application Review c. - Timeliness in reviewing individual project applications is currently an issue. Propose to have all applications sent to us be reviewed by a committee member residing in the community in which the project is located. The community member would have the following options relating to SKCDPAC review: (1) No comment. (2) Review with recommendation directly to the SKCDPAC for next scheduled regular meeting, or (3) refer to appropriate sub-committee or committees for detailed review. Regarding alternative 3, the community representative would be part of the sub- committee discussion. A sub-committee report will be required in a timely manner to allow adequate review by other members. Note: There will also be an option for any SKCDPAC member to request sub-committee review. Direct referrals by others to the SKCDPAC, however, need to be coordinated with designated members in respective communities. d. The Action Committee will also discuss the makeup of the existing liaison groups and subcommittees and make adjustments as needed. Valerie Poindexter and District 9 – Margaret Wille STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON THE AGENDA ANNOUNCEMENTS  Next Meeting May 23, 2016 – Waikoloa – Waikoloa Village Association Community Room ADJOURNMENT Notice: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Kona Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is on her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the hearing date to allow for mailing and thorough Committee review. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means “any individual engaged for pay or other consideration who spend more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” {Article 15, Section 2-91.3(a) (6), Hawaii County Code}.
