Madie Greene, Patti Pinto, Jon Olson, Larry Brown, Elmer Solis, Hans Santiago Luguin's Parking Lot: Elmer reports that Sal has not heard anything from the County for some time and that if he does not hear back from the County within two weeks he will proceed with his own plans. Post Script: Elmer reports that he heard from Hanama and that a new appraisal is being completed and is due mid-April; and he will get hold of Sal when it comes in. Signage Greggor is advancing signage. We cannot use the word "Historical" as it has a legal definition, probably requiring an official historical designation, so we will use the term "Old" Pahoa Town. The Bryson property will also have a Pahoa sign. We need to have another sign at the other end of town. Cindy Orlando is supportive of us having "Lava Viewing Area" signs. Russell Ruderman has a nice mock up for the High School end of town. There are easement questions for the placement. Greggor's goal is to have the signs in soon. Direction of the PRTCSC Without a consultant, what? The government is the only body that can influence getting this next step accomplished. How do we support progress in community planning? Larry reports that he has written his draft of the letter to the Planning Department and met with Hans this morning to review the letter. This letter will not simply focus on the Consultant and Wastewater Treatment Study, but on support of the action items of the PCDP as a whole. We are seeking leadership to address the Puna projects, after more than eight years, very little (Pahoa Design Guidelines, DPW support of first connectivity project) has been accomplished with any of the County government or department entities. Larry expects to have the letter ready for AC review well in advance of the next AC meeting. We need to have strong leadership in the Planning Department and with our County and State representatives to begin to address Puna's needs. Design Review Committee Guidelines We need to firm up our design review committee and make a formal arrangement with the Planning Department and the Pahoa Organizations that will be sponsoring the Review Committee. Hans has done some work on the Draft of the Design Review Committee Guidelines written by Patti, he will get comments from April Surprenant and get back to Patti, probably by next Wednesday, to get a final first draft ready for the PRTCSC and Action Committee. One area that needs input is criteria for review. We need to make the review process standard from case to case. So, not just criteria, but a percentage of criteria that must be met. PRTCSC members, proposed Design Review Committee members, and members of the sponsoring organizations should study the Pahoa Design Review document so as to be familiar with the terms and conditions. Hans to check with Kona and Waimea Design Review Committee to see what documents they have for guidelines. Perhaps arrange an opportunity for our Review Committee to observe theirs inaction. Pahoa Village Center Satellite Map Book Hans has created a comprehensive satellite map book for the Committee's use. The satellite pictures show both property and Design District boundary lines.
