PCDP Subcommittee on Connectivity and Emergency Response
Meeting — February 23, 2016, Keaau Community Center

MINUTES
Call to Order: 2:10 p.m.
Call for Approval of Minutes as Circulated (January 26, 2016)
Present: Marlene Hapai, Chair, Stephanie Bath, Patrice McDonald
Excused: Patti Pinto, Farris Etterlee
Old Business:
• Update on Ad hoc Committee initiated by Gregor Ilagan
Connectivity Location Site Visits — Friday October 30, 2015
Report regarding proposed Connectivity Locations TMK's and other
supporting information to acquire connections — no update
• Continue discussion to provide questions to Corporation Counsel
regarding any potential actions suggested to implement CL's —
Although no questions were posed for the Corporation Counsel at this meeting
due to the absence of those closest to this issue, the Chair recommends
questions be posed for the ramifications of each recommended action related
to each connectivity location. Recommended actions are as follows:
easements, memoranda of understanding, purchasing of affected lots,
including linear parks, using Public Access, Open Space and Natural
Resources funding to create parks.
• Discuss suggested alternative CL's should those presently recommended
are not viable — discussed this as main point of process. Suggestions are
prioritized. There are more than one connectivity location possible for
areas recommended so if one does not work for some reason,
implementers can move to another location on the route.
• Update on meeting schedule with the following to gain support for
connectivity implementation: will occur when know how we can use their
support
o Representative Gabbard
o Senator Schatz
o Senator Lorraine Inouye, State Senate Transportation Chair
New Business:
• Open Discussion on Topics of Concern to CERS members and others in
attendance
Stephanie Bath recommended once again, 1) staggering connectivity locations
which is acceptable by residents and 2) having more than one connectivity
location between subdivisions to eliminate one area being heavily impacted.

This is especially important for connections between Hawaiian Acres and
Orchidland so all the traffic does not empty onto just Pohaku or Orchidland
Drive.
Patrice McDonald recommended the connection between Fern Acres and
Hawaiian Acres be from Rose Street to Road 1 (Uhini Ana Rd) as there are
more people in the upper half of Hawaiian Acres to be served. She also asked
that (Road C) Alula Rd be paved across Hawaiian Acres with Alula
connecting to 40th in Orchidland allowing residents to exit to Highway 130
through Pohaku or Orchidland Drives.
Next Meeting: March 22, 2016, Keaau Community Center, Remaining Schedule for
2016: 4/26, 5/24, 6/28, 7/26, 8/23, 9/27, 10/25, 11/22, 12/27 or as notified.
