HomeMy WebLinkAbout2016-03-03 Windward Planning Commission Minutes WINDWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES MARCH 3, 2016 The Windward Planning Commission met in regular session at 9:00 a.m. in the County of Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman Charles Heaukulani presiding. COMMISSIONERS PRESENT: Charles Heaukulani, Donn Dela Cruz, Gregory Henkel, Donald Ikeda, Myles Miyasato, and Raylene Moses. ALSO PRESENT: Duane Kanuha (Planning Director), William Brilhante (Assistant Corporation Counsel for the Planning Director) (from 9:35 a.m.), Danny Patel (Deputy Corporation Counsel for the Windward Planning Commission), Daryn Arai (Planning Program Manager), Jeff Darrow (Staff Planner), Christian Kay (Staff Planner), and Sarah Hata-Finley (Commission Secretary). A quorum was present. Chairman Heaukulani introduced Windward Planning Commissioners and staff to members of the public, and went over the procedures for public testimony. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. 1.APPLICANT: MILO STREET VENTURES INC. (SLU-15-045/REZ-15-197) Applications for a State Land Use Boundary Amendment from the Agricultural to the Urban District and a Change of Zone from an Agricultural-20 acres (A-20a) to a Limited Industrial- 20,000 square feet (ML-20) zoning district for approximately 2.082 acres of land. The property is located at 16-685 Milo Street, which is on the south side of Milo Street approximately 400 feet east of the Kea‘au Bypass Road and Milo Street intersection, Keaʻau, Puna, Hawaiʻi, TMK: 1-6-152:020. The Commission took this item up at 9:02 a.m. with 7 people from the public in attendance. (SEE EXHIBIT A) This item ended at 9:31 a.m. 2.APPLICANT: PULAMA ‘ĀINA TRUST (REZ 15-199) Application for a Change of Zone from a Single Family Residential-10,000 square feet (RS-10) to an Industrial-Commercial Mixed-20,000 square feet (MCX-20) zoning district for 21,050 square feet of land. The property is located along the west side of Kanoelehua Avenue, approximately 300 feet south of Hualani Street in the Waiākea House Lots, Waiākea, South Hilo, Hawai‘i, TMK: 2-2-035:060. (SEE EXHIBIT B) This item ended at 9:40 a.m. 3.APPLICANTS: FRANCIS H. AND MARTHA A. RODILLAS (REZ 16-200) Application for a Change of Zone from a Family Agricultural–2 acres (FA-2a) to a Family Agricultural–1 acre (FA-1a) zoning district for 2.724 acres of land. The property is located along the northeast side of ‘Ākala Road, approximately 320 feet from the ‘Ākala Road – Kaūmana Drive intersection, Ponahawai, South Hilo, Hawai‘i, TMK: 2-5-040:042. The Commission took this item up at 9:40 a.m. with 10 people from the public in attendance. (SEE EXHIBIT C) This item ended at 9:57 a.m. 4.INITIATOR: COUNTY COUNCIL INITIATED (Bill No. 102 Re: REZ 07-073) A Bill amending Ordinance No. 10-110 (Applicant: Jin Soo and Ran Hui Iida), which amended Ordinance No. 08-39, which originally reclassified lands from Single Family Residential-10,000 square feet (RS-10) to Neighborhood Commercial-20,000 square feet (CN-20) zoning district for 23,559 square feet of land. Bill No. 102 proposes the amendment of Ordinance No. 10-110 by extending the deadline to submit required water commitment payment and complete the proposed commercial development and eliminate various required improvements to the Kīlauea Avenue frontage of the subject property which is located along the west side of Kīlauea Avenue, approximately 420 feet south of the Kīlauea Avenue- Puainako Street intersection at Waiākea, South Hilo, Hawaiʽi, TMK: 2-2-004:121. The Commission took this item up at 9:57 a.m. with 10 people from the public in attendance. Chairman Heaukulani called a recess at 10:10 a.m., and the meeting was reconvened at 10:25 a.m. (SEE EXHIBIT D) This item ended at 10:28 a.m. 5. PLANNING DIRECTOR INITIATED Update regarding the remand to the Planning Department of Claimant Puna Pono Alliance, et al.’s, claim against the Geothermal Asset Fund for funding to conduct a Psycho-Social Impact and Community Well-Being Study. The Commission took this item up at 10:28 a.m. with 11 people from the public in attendance. (SEE EXHIBIT E) Page 2 of 3 Windward Planning Commission March 3, 2016 Minutes This item ended at 12:10 p.m. MINUTES – The Commission took this item up at 12:11 p.m. Approval of Minutes of the February 4, 2016 meeting – It was moved by Commissioner Miyasato, and seconded by Commissioner Ikeda, that the minutes of February 4, 2016, be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE MATTERS/ANNOUNCEMENTS - The Commission took up the following at 12:11 p.m. 1.Status of applications heard by Windward Planning Commission that are pending before County Council. – There was no report. Mr. Arai announced that the next Windward Planning Commission meeting was th scheduled for April 7 with five items tentatively on the agenda. ADJOURNMENT – There being no further business, it was moved by Commissioner Moses and seconded by Commissioner Ikeda that the meeting be adjourned. Motion was unanimously carried by a voice vote of all Commissioners in attendance. Chairman Heaukulani adjourned the meeting at 12:12 p.m. Respectfully submitted, Sarah Y.
