CHALLENGES
Substantial rural sprawl — primarily in homestead areas.
Towns have declined in population, businesses, and services.
More land available and affordable on agriculturally zoned lands than within towns.
Lack of architectural review or design guidelines for heritage towns.
Strong Bones: Infrastructure
Objective 5: Direct future settlement patterns that are sustainable and
connected. Honor Hamakua's historic and cultural assets by concentrating
new development in existing, walkable, mixed-use town centers while
limiting rural sprawl.
Objective 6: Develop and improve critical community infrastructure,
including utilities, healthcare, emergency services, affordable housing,
educational opportunities and recreational facilities to keep our'ohana safe,
strong, and healthy.
Objective 7: Establish a rural transportation network that includes improving
roadway alternatives to Highway 19, expanding and improving the existing
transit system, and encouraging multiple transportation options.

Limited County water in some urban areas.
Urban growth allowed on surrounding agricultural lands that
lack infrastructure.
Limited connectivity, alternative routes, and mass transit
options.
Communities vulnerable to isolation and infrastructure failures
due to aging infrastructure (e.g., structurally deficient bridges).
Roadway maintenance and ownership conflicts.
Laupahoehoe Boat Ramp closed for repairs since 2009.

Infrastructure Improvements
■ Guide water system improvements to priority areas.
■ Pursue funding opportunities for infrastructure improvements.

power for County facilities.
Transportation Options & Services
■ Keep urban development compact to have walkable neighborhoods.
■ Implement Complete Streets & Safe Routes to School Programs;
improve bicycle/pedestrian options.
■ Improve mass transit and commuter facilities and services.
Roadway Improvements
■ Improve road connectivity and alternative routes.
■ Develop County capacity for proactive transportation planning.
