IV. BUSINESS OF COMMITTEE
A. Review project proposals from last year for inclusion in Capital Improvement
Projects (CIP) and consider recommendations to forward to the director.
B. Review and make a motion to approve updated guidelines for placing items on
the agenda.
C. The Action Committee will discuss the change of CDP AC meetings to every
other month as of September 2015, due to limited staff time and a number of
initiatives currently being undertaken by the Planning Department, and it was
also thought this change would make participation on subcommittees more
meaningful and effective, as this is where the actual work takes place.

A. Growth Management
1. Report on organizing efforts of growth management subcommittee.
B. Public Access
1. Public access to coastal areas — updates on trails and access easements:
Akoakoa Point (Bird Cave), Hapu'u — Kapanaia, Halelua, Kauhola
Lighthouse, Pahoa Beach, Latitude 20 Holdings, Kaiholena Lot F, Kohala Kai,
Kohala Waterfront, and Kohala Shoreline, LLC - (Strategies 2.4-2.6 NKCDP).

C. Water, Parks and Roads
1. Update on parks projects — (Strategy 4.2 — NKCDP).
2. Pratt Road — Identified as a possible emergency bypass route around Hawi
and Kapa'au (Strategy 4.6 — NKCDP).
3. Update on potable water system — (Strategy 4.5 — NKCDP).
D. Power, View Planes and Erosion Control
�. Rural infrastructure standards— efforts to maintain Kohala's rural character
and to aid in keeping costs down for affordable housing projects (Strategy 4.8
and 4.12b — NKCDP).
2. View plane protection — efforts to protect scenic resources (Strategy 1.9 —
NKCDP).
3. Electricity reliability and redundancy — update on efforts to improve electrical
service (Strategy 4.7 — NKCDP).
4. Solar Matters - a new proposal for community based, low -visual -impact solar
energy systems (Strategy 4.7 — NKCDP).
5. Erosion Control (Strategy 4.8 — NKCDP).
E. Affordable Housing
1. Report on organizing efforts of the affordable housing subcommittee.

Notice: If you are a lobbyist, you must register with the Hawaii County Clerk within five
working days (prior to meeting date) of becoming a lobbyist {Article 15, Section 2-91.3 (b),
Hawaii County Code}. A lobbyist means "any individual engaged for pay or other
consideration who spend more than five hours in any month or $275 in any six-month
period for the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials." {Article 15, Section 2-
91.3(a) (6), Hawaii County Code}

as soon as possible, but no later than five working days prior to the meeting date, to
